Background:

The Ethics Specialist works in close collaboration with the Executive Director’s Office, the Office of Human Resources, the Legal team, Internal Audit, and other relevant stakeholders to ensure the successful implementation of UN Women’s ethics framework and integrity policies. Under the overall guidance of the Chief of Staff and direct supervision of the Deputy Chief of Staff, the specialist leads the implementation of the Ethics function’s mandate, including definitive professional advice, ethics training, the Financial Disclosure Programme and the protection from retaliation policy.
Key Functions and Accountabilities
Provide Ethics Advice and Guidance
Analyze and provide definitive professional advice on ethical standards, conflicts of interest, outside activities and integrity matters.
Monitor case trends and conduct root‑cause analysis to inform preventive strategies.
Review and assess declarations of interest for compliance with ethics standards.
Identify and mitigate ethics‑related risks.
Develop ethics guidance bulletins and conduct research to support policy development.
Manage the Financial Disclosure Programme (FDP)
Administer UN Women FDP in line with MOUs and UN Secretary‑General bulletins.
Administer the Policy on Protection from Retaliation
Lead implementation and provide guidance on protection mechanisms.
Review retaliation complaints, prepare prima facie findings and recommendations.
Design and implement solutions to reduce formal complaints.
Research best practices and develop educational materials.
Develop and Deliver Ethics Training, Awareness and Outreach
Design and deliver comprehensive ethics training for senior management, programme staff and field personnel.
Coordinate the UN Ethics Office Annual Leadership Dialogue.
Lead Policy Development, Reporting and Stakeholder Engagement
Contribute to the review, development and implementation of ethics‑related policies.
Prepare comprehensive annual reports and recommend strategic improvements.
Maintain confidential records of guidance and reports.

Recruitment Qualifications Education and Certification
Master’s degree or equivalent in Law, Ethics, International Affairs, Communications, Corporate Compliance, Human Resources Management or a related field is required.
A first‑level university degree plus two additional years of qualifying experience may be accepted instead of the advanced degree.
Experience
At least 5 years of progressively responsible work experience in organizational ethics, compliance, legal, governance, oversight, communication or related areas.
Experience in independently providing definitive professional ethics advice, including accountability and compliance frameworks.
Experience designing, developing and delivering ethics training and outreach activities.
Experience in computer software (MS Word, Excel, etc.) and database management; experience with web‑based management systems is required.
Experience with a modern web‑based ERP system, preferably Oracle Cloud, is desirable.
Professional experience in the UN or other international organisations’ ethics functions is desirable.
Languages
Fluency in English is required.
Working knowledge of another official UN language (French, Arabic, Chinese, Russian or Spanish) is desirable.
