MGT is seeking a contract employee to support one of our valued clients on an ongoing, long-term assignment. This position requires full-time, on-site availability and flexibility to work irregular shifts as needed. Travel percentage is unspecified.
The Director of Airport Operations is a hands‑on operational leader with direct accountability for the daily execution and regulatory compliance of airport operations across airside, terminal, and landside functions, including real‑time decision‑making during disruptions. This role is accountable for continuous compliance with FAR Part 139 and other applicable FAA/TSA requirements (including 49 CFR Part 1542 Airport Security and the Airport Security Program (ASP), as applicable) and for carrying core Safety Management System (SMS) responsibilities, including hazard reporting, investigations, and corrective action tracking. This position will be located in the New England market. The selected candidate must be able to report on‑site as required and respond to after‑hours emergencies, including 24/7 call‑back expectations.
Essential Duties and Responsibilities Regulatory Compliance & FAA Coordination
Maintain the Airport Certification Manual (ACM) in accordance with FAR Part 139 and applicable FAA Advisory Circulars; assist in establishing and enforcing departmental policies, procedures, and SOPs.
Ensure implementation of required compliance programs and plans, including: FAR Part 139; 49 CFR Part 1542/ASP; Part 77/FAA Form 7460-1; WHMP; SICP; SWMP; SPCC; AEP; and SMS requirements.
Support FAA and other regulatory inspections/audits; respond to findings, develop and track corrective action plans, and oversee FAA Form 5010 reporting and airfield data integrity.
Maintenance Planning & Scheduling
Execute operational strategies and initiatives established by executive leadership through operational planning, 24/7 shift coverage, and readiness across airfield and terminal/landside environments.
Lead operational response during irregular operations (IROPs), diversions, and weather events; during snow events, coordinate with supporting departments to monitor conditions and align priorities and resources.
Authorize overtime and staffing adjustments to maintain compliance and operational continuity; assist with the Airport Operations Department’s annual operating and capital budget.
Work Assignment, Oversight & Accountability
Provide direct supervision and performance management of Airport Operations personnel, including Assistant Directors (Terminal and Landside Operations); approve leave, personnel actions, and disciplinary measures within the department.
Foster a culture of safety, accountability, professionalism, and customer service excellence; support labor relations matters involving union‑represented employees as applicable.
Coordinate response efforts with Public Safety, Facilities, Infrastructure, and external agencies; provide timely operational reporting and situational updates to the Vice President of Operations and respond to incidents during non‑business hours as required.
Work Order & Performance Management
Serve as the program lead for the Airport Safety Management System (SMS); oversee implementation, administration, and continuous improvement in accordance with FAA requirements and industry best practices.
Manage hazard reporting, safety risk assessment, and corrective action tracking; monitor safety performance indicators and provide safety reports and briefings to executive leadership.
Lead the investigation and review of operational incidents, accidents, and safety events; ensure root cause analysis and sustained corrective actions.
Ensure compliance with NIMS and Incident Command System (ICS) protocols during emergencies and irregular operations.
Contractor Oversight
Oversee terminal and landside operational programs and partner interfaces, including passenger flow management, gate utilization/airline coordination, curbside/roadway operations, and parking/ground transportation oversight.
Coordinate operational expectations with tenants, airlines, and other third parties operating in controlled or safety‑sensitive environments and manage issues through resolution to protect safety, security, and service levels.
Inspection Readiness & Documentation
Ensure coordinated execution of airfield inspections, condition reporting, NOTAM issuance, and Part 139 compliance requirements; ensure documentation is accurate, complete, timely, and defensible.
Establish Motor Vehicle Rule and Regulations to comply with FAR Part 139 requirements and local airport safety and security concerns.
Perform other related duties as assigned.
Supervisory Responsibilities Directly supervises Airport Operations managers/leaders as assigned. Indirectly responsible for Airport Operations personnel and contractors. Responsible for planning, assigning, directing, and evaluating work; enforcing safety, security, and performance standards; and administering discipline in accordance with organizational policy and applicable collective bargaining agreements, with priority given to regulatory compliance, public safety, and customer service.
Qualifications
Demonstrated experience leading commercial airport operations at a FAR Part 139 certified airport, including integrated airside, terminal, and landside operations.
Direct experience coordinating with FAA and other regulatory agencies; demonstrated inspection readiness and corrective action follow‑through.
Demonstrated SMS experience, including hazard reporting, safety risk assessment, incident investigation, and corrective action tracking.
Snow and ice control operations experience and working knowledge of wildlife mitigation and environmental compliance, including WHMP implementation.
Strong executive communication skills, sound judgment, excellent problem‑solving ability, and the ability to remain calm in high‑stress situations; detail‑oriented, organized, and proficient with Microsoft Office.
Required certifications: unspecified. AAAE certifications preferred. Must possess and maintain TSA and CBP security clearance and required airport credentials and a valid driver’s license; availability for emergency call‑back and willingness to work irregular hours required.
Education and Experience
Bachelor’s degree in Aviation Management, Business Administration, Public Administration, or related field required.
Minimum five (5) years of progressive airport operations experience at a FAR Part 139 certified commercial service airport.
Minimum three (3) years in a senior supervisory or management role.
Experience supervising union employees preferred; NIMS/ICS knowledge preferred.
Physical Requirements
Ability to remain awake for extended hours during emergency situations, including snow events and irregular operations.
Ability to drive and walk throughout airport facilities and airfields and work outdoors in varying climate conditions.
Ability to respond to emergency situations during extended operational periods.
Combination of climate‑controlled office environment and field operations.
Occasional exposure to inclement weather, noise, and outdoor air quality during emergency response.
24/7 operational environment and time‑sensitive operational demands.
