Role: Oversees estimating operations for both public and private sector projects, managing a 5-10 person estimating staff and ensuring compliance with corporate estimating practices, project budgets, and job control setup. Reports to the VP of Estimating. Position is typically based in Illinois, Indiana, Missouri, or Arizona.

Responsibilities

Oversee estimating staff, including project assignments, estimate reviews, risk assessment and final bid close.

Prepare and own estimates for overflow when staff is backed up.

Monitor opportunities, develop preliminary budget estimates, and coordinate go/no‑go decisions with VP of Estimating and regional managers.

Manage Salesforce for opportunity tracking.

Create post‑bid budgets and integrate project setup with ERP systems.

Coordinate preconstruction meetings for project handoff to Operation teams.

Lead weekly estimating schedule, progress, and proposal review meetings.

Work with the Diversity Department to ensure compliance with all goals and requirements.

Identify critical issues and develop risk exposure summaries with cost impacts.

Provide innovative thinking for strategy and value engineering solutions.

Communicate effectively with clients, engineers, subcontractors and suppliers.

Present complete and accurate estimates to Executive Management.

Provide training and mentoring to team members.

Maintain engagement with Project and Operations teams throughout project life.

Develop business relationships within the regional marketplace and engage in local networking and client‑sponsored programs.

Qualifications

Bachelor’s degree in Civil Engineering, Construction Management, or related field (equivalent education and experience may be considered).

Experience with large‑scale DOT and Municipal hard bids (focus on INDOT) as well as private market pursuits.

Familiarity with alternative delivery methods such as Design Build, CMGC, and P3 is a plus.

10‑15 years of heavy civil construction estimating experience, especially in earth moving, underground utilities, and structural concrete/bridge construction.

Previous management of an estimating team at the Chief Estimator or Estimating Manager level.

Knowledge / Skills / Abilities

Manage estimating staff and oversee estimate production.

Apply precise attention to detail and exceptional organization.

Self‑motivated and self‑starter.

Capacity to manage time and prioritize effectively for both self and team.

Limited travel required for bid meetings, site walks and owner meetings.

Thrive in fast‑paced environments and deliver under deadlines.

Proficiency in Bid2Win or HCSS, Microsoft Office; experience with Viewpoint Vista, Primavera P6, Bluebeam, Salesforce, AgTek and AutoCAD is a plus.

Strong analytical and mathematical skills.
