Division Director - Northeast Regional Corrections Center (NERCC) Saginaw

Direct and manage activities and staff of NERCC. Develop and coordinate policies for the Arrowhead Regional Corrections Board in relation to the custody and treatment of adult male offenders as ordered by the courts. ARC consists of a five‑county operation (Carlton, Cook, Koochiching, Lake, and St. Louis). NERCC is a 144‑bed capacity DOC licensed male institution, of which 20 beds are medium security and the remainder are minimum security. MAJOR ACCOUNTABILITIES

Develop adult institutional policies and procedures in accordance with policies and procedures of the Arrowhead Regional Corrections Board.

Direct and guide supervisors in carrying out the functions of their responsibilities.

Responsible for recruitment and selection of staff.

Plan and maintain in‑service training programs.

Responsible for overall program goals and content.

Review effectiveness and quality of programs and recommend revisions or new programs to the Arrowhead Regional Corrections Executive Director.

Establish and maintain effective relationships with justice system partners.

Plan for future facility needs and manage capital projects.

Responsible for the annual budget of adult institutional services for the Arrowhead Regional Corrections Board.

Work with ARC's Research Analyst to conduct data collection, analysis, and reporting.

STAFF RESPONSIBILITY Manage institution staff averaging 66 employees, seven of whom are direct reports to the Division Director. The direct reports consist of three supervisors and four clerical positions. Remaining staff at NERCC includes: Corrections Officer (27 FTE), Cook/Counselors (4 FTE), Corrections Agents (6 FTE), Shift Coordinators (6 FTE), Crew Leaders (2 FTE), Meatcutter (2 FTE), Mechanic (1 FTE), Teachers (2 FTE), and Building Maintenance Workers (3 FTE). The Division Director hires supervisors and other staff that the Division Director directly supervises; other positions are hired by supervisors with the Division Director's approval.

BUDGET RESPONSIBILITY Responsible for managing total annual operating budget of $8,870,000. Primary revenue sources for the department include multi‑counties through a joint‑powers agreement and miscellaneous revenue from per‑diem bed usage and farm sales.

COMPLEXITY/CONTRACT ADMINISTRATION/BROADNESS OF SERVICES PROVIDED In making decisions to manage the department, consideration must be given to all state and federal statutes relating to incarceration. Considerable discretion is required to interpret the implementation and ongoing administration to meet statutory requirements and court orders.

CONTACTS/ELECTORATE The Division Director has frequent contacts with public officials from ARC's five counties, as well as frequent contact and coordination with the Department of Corrections, 6th and 9th Judicial District Courts, and local justice system partners.

CONSTANT Lift up to 10 pounds; field of vision; hear within 5 feet; talk/speak; and work inside.

MINIMUM QUALIFICATIONS (Pass/Fail)

A Master's degree in sociology, psychology, social work, criminal justice corrections, criminology or a closely related field AND five (5) years of progressively responsible client‑based professional experience in corrections or a closely related human services field; OR a Bachelor's degree in sociology, psychology, social work, criminal justice, corrections, criminology or a closely related field AND six (6) years of progressively responsible client‑based professional experience in corrections or a closely related human service field.

Possession of a valid driver's license.

Client‑based professional experience must involve providing direct client services. Three (3) years (or more) of the professional experience must have been at a supervisory level in corrections or a closely related human services field.
