Emergency Management Coordinator

to support our emergency management program and help build a more resilient community. In this role, you will collaborate with the Emergency Manager, city departments, partner agencies, and residents to plan, train, and execute emergency preparedness initiatives across natural disasters, hazardous materials incidents, pandemics, and more.

Essential Job Functions

Assist in developing and maintaining all-hazards emergency management plans for natural disasters, hazardous materials incidents, weapons of mass destruction, pandemics, and other emergencies.

Updates the City of Arvada’s emergency operations plan, hazard mitigation plan, disaster recovery plan and others as directed and facilitates whole community involvement in these updates; assist with functional tests of the plans through regularly scheduled drills and exercises.

Assists with managing and maintaining the city’s Emergency Operations Center in a state of readiness. Maintains internal emergency alert and notification systems and assists in optimizing use of external systems (e.g. Lookout Alert, IPAWS).

Plans, develops, coordinates, and conducts emergency management training and meetings for all levels of city staff and partner agencies such as Jefferson County, neighboring jurisdictions and the Arvada Fire Protection District.

Drives the development and maintenance of a three-year training and exercise plan.

Actively engages departments, partner agencies and community-based groups through discussion, integrated planning and training exercises addressing prevention, protection, mitigation, response, preparedness and recovery.

Partners with the community and the organization to improve emergency preparedness, build resiliency and develop key relationships in anticipation of future disasters.

Develops and facilitates programs concerning emergency response actions and resiliency for neighborhoods, residents and businesses.

Assists with continuity of operations planning as needed.

Organize and present findings, recommendations, and policy options clearly and logically.

Evaluate advantages and disadvantages of different response strategies.

Provide effective service and communication with stakeholders.

Attend and represent the department at meetings, training, and emergency management events.

Ability to step into leadership roles during Emergency Operations Center (EOC) activations

Exercise initiative and judgment within assigned authority.

Maintain strong customer service and collaboration practices.

Travels to and attends team and organizational meetings, training, events and activities and appropriately and professionally represents the department.

Other Job Functions

Occasional weekend and evening hours worked to attend meetings and community festivals or events.

On call responsibilities after hours.

Performs other duties as required.

Knowledge Skills and Abilities

Solid knowledge of local, state, and federal emergency management processes and resource availability.

Solid knowledge of incident command philosophy and practices.

Solid knowledge of emergency response protocols and the ability to train and communicate implementation.

Solid networking and relationship building skills with the ability to develop relationships with volunteer agencies and neighborhood organizations.

Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.

Solid ability to identify training needs and implement training and programs to a diverse audience.

Solid ability to build and sustain productive working relationships with city employees, other emergency service agencies and the general public.

Solid ability to exercise initiative and judgment as well as make decisions within the scope of assigned authority.

Strong ability to maintain composure and plan, organize, and implement procedures under emergency conditions.

Strong ability to produce reports, after action reports, and research and analysis.

Coordinates and executes projects that span multiple sectors.

Ability to function across multiple sectors and disciplines to drive effective collaboration.

Must be able to operate a motor vehicle.

Knowledge Skills Abilities Preferred License & Certification

A valid Colorado driver’s license and acceptable driving record is required.

Education Degree

Bachelors Degree (BA, BS, BBA)

Education Major

Emergency Management, Environmental Science, Business Administration, Planning, Public Administration or related field.

Education Required

An equivalent combination of education and experience may be considered.

Work Experience Related

Three (3) years’ work experience as an emergency manager, specialist, coordinator, assistant, or equivalent.

Other Qualifications

Must obtain and maintain a Criminal Justice Information Services (CJIS) Certification.

Must pass a criminal background check and a driving record check, if required by the position.

Work Experience Preferred

Experience with municipal or government operations strongly preferred.

Other Qualifications Preferred

Homeland Security Exercise and Evaluation Program (HSEEP) Certification preferred.
