Director - Classified Personnel Services Under the direction of the Assistant Superintendent for Human Resources, the Director of Classified Personnel Services plans, organizes, oversees, and directs the district’s classified personnel functions and administers all phases of classified personnel policies.

Major Duties and Responsibilities

Administers the personnel functions of recruitment, selection, hiring, promotion, transfer, reassignment and termination for the district.

Advises, assists and trains district administrators and supervisors in handling classified personnel policies and practices.

Assists in implementing the district employee‑employer relations program.

Serves as a member of the district bargaining team for classified negotiations.

Oversees union contract management; participates in the resolution of classified employee grievances under union contracts.

Implements the district disciplinary procedures within the confines of the classified union contract.

Serves as Equal Employment Officer for the district.

Prepares for and holds staff meetings.

Attends departmental meetings as necessary.

Investigates and responds to any civil rights complaints filed against the district.

Supervises the maintenance of job description files and oversees development of new job descriptions when indicated.

Oversees the district worker’s compensation program.

Oversees the district unemployment program/response.

Researches personnel, labor relations, and EEO laws and keeps appropriate administrators apprised of legal developments.

Assists in development of staff training programs for classified employees.

Attends evening and weekend meetings.

Has access to a motor vehicle for use during the workday, in the evenings and on weekends.

Supervisory Responsibilities

Directly supervises all classified positions that staff the classified personnel office.

Carries out supervisory responsibilities including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

State and Federal laws and regulations regarding classified personnel, labor relations, fair labor standards, and fair employment practices.

WCCUSD or other comparable school district policies and regulations and district’s bargaining contracts.

Ability To

Read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.

Write reports, business correspondence, and procedure manuals.

Effectively present information and respond to questions from groups of managers, district staff, government agency staff, and the general public.

Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Speak a language other than English is desirable.

Conduct interviews.

Work positively with diverse groups of people.

Education and/or Experience

Bachelor’s degree from an accredited college or university with graduate work in personnel administration, labor relations, or business administration preferred.

Experience in school or other public sector personnel and labor relations administration; or equivalent combination of education and experience.
