The Assistant Director of Environmental Programs at Western Virginia Water Authority is responsible for overseeing environmental programs and ensuring compliance with federal and state regulations. SUMMARY OF JOB Oversees and is responsible for the implementation of environmental programs across the organization and compliance activities specified by various federal and state regulations. Oversees the Pretreatment Program, biosolids land application program, Fats, Oil, and Grease (F.O.G.) program, bulk waste hauler permitting, sanitary sewer evaluation and rehabilitation, backflow prevention program and some lead and copper responsibilities. Trains staff in 40 CFR 503 and the implementation of industry best management practices. Communicates with the Authority Attorneys, Department of Environmental Quality, and Environmental Protection Agency regarding legal issues. Participates in legal hearings and other similar venues to represent the maintenance of the Authority's rules and regulations. Builds a case for legal prosecution of industries whose practices are a danger to other personnel in the water authority, the waste treatment plant and environment. Bachelor's degree in Engineering, supplemented by coursework in waste treatment or industrial inspections plus two or more years experience in industry related trade. Certification for industrial facility inspections required. Professional engineering license from the State of Virginia preferred.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Directs and coordinates work of assigned employees.

Develops employees by establishing individual goals and objectives, ensuring resources are available.

Makes recommendations to management on appointments and promotions.

Ensures employee evaluations are complete and accurate.

Oversees the Pretreatment Program, biosolids land application program, F.O.G. program, bulk waste hauler permitting, and sanitary sewer evaluation and rehabilitation.

Develops the framework of the local pretreatment program based on federal and state regulations and local limits.

Administers the Pretreatment Program for the Western Virginia Water Authority.

Evaluates businesses and operations in the service area to determine relevance of industrial pretreatment standards and whether a permit may be required.

Develops and issues industrial discharge permits.

Communicates with industry management regarding sampling needs, records, parameter limits, and alternative limits.

Implements all other legal requirements for the program.

Speaks at facilities to educate management on pretreatment program requirements.

Provides oversight, guidance, and review for pretreatment programs in contracting jurisdictions.

Issues bulk septic hauling permits based on federal, state, and local rules.

Establishes programs to communicate bulk septic hauling requirements to the community.

Assists in developing the F.O.G. program and its materials, issuing permits to food industry establishments.

Provides oversight and direction for the biosolids program.

Performs on‑site stormwater sampling per the Virginia Pollutant Discharge Elimination System permit.

Communicates with attorneys, DEQ, and the EPA regarding legal issues.

Participates in legal hearings to represent authority regulations.

Builds cases for legal prosecution of industries and collaborates with the legal community.

Communicates effectively with personnel regarding performance and expectations.

Directs staff in inspection of significant industrial users, biosolids, F.O.G., and inflow & infiltration inspections.

Trains staff in 40 CFR 503 and industry best practices.

Evaluates written inspection reports and industry laboratory reports.

Manages the backflow prevention program and some lead and copper responsibilities.

Oversees data entry for the septic hauling program.

Answers questions and solves problems from personnel, industries, and jurisdictions.

Performs director of plant operations and asset responsibilities in the absence of those directors.

Subject to twenty‑four‑hour on‑call duty.

EDUCATION AND/OR EXPERIENCE Bachelor's degree in an appropriate engineering discipline, supplemented by coursework in waste treatment or industrial inspections plus five or more years experience in industry related trade or equivalent combination of education and experience.

CERTIFICATE, LICENSE, REGISTRATION REQUIREMENTS

Valid Virginia driver’s license or ability to obtain it within 60 days.

Certification for industrial facility inspections.

Preferred: valid professional engineering license from the State of Virginia.
