
Proposal Specialist

CLS is looking for an experienced Proposal Specialist local to Houston, TX. This position is responsible for coordinating, creating, and completing proposals and responses to Requests for Proposals (RFPs), Requests for Information/Quotes/Qualification (RFx) and formal cost estimates for clients and prospects. As part of the Sales group, the Proposal Specialist works with internal departments (Operations, Title, GIS, VROW, Staffing, and Accounting) and other CLS Brands to craft creative, compelling, and compliant responses for submission by specified deadlines, and to ensure successful delivery. The Proposal Specialist maintains proposal and related records in Salesforce, Teams and Loopio, shares responsibility for maintaining proposal resources, and serves as a proposals Subject Matter Expert for inquiries and requests from business development, sales, marketing, contracting, and accounting.
Essential Duties and Responsibilities
Oversees a collaborative proposal process, including coordinating the collection of project-specific information and developing proposal content and other requirements to meet established guidelines and target dates.
Prepares and manages the development and execution of responses to proposal and information solicitations (RFx). Set and manage schedules and deadlines, assemble proposal teams, create assignments for subject matter experts (SMEs). Oversee all activities from inception to delivery, ensuring compliance with all requirements.
Review RFx documents to fully understand requirements and schedules and align appropriate SMEs and information resources with specific decisions and content needs.
Act as a contributing writer and editor of proposals, Statements of Qualifications, presentation slide decks, and related proposal and marketing materials, ensuring correct grammar, spelling, and style.
Develop and maintain proposal boilerplate and standard data for use in proposals. Keep boilerplate information current and relevant within the company’s Loopio library. Rewrite existing boilerplate language as is deemed necessary.
Draft project descriptions for use in proposals and marketing. Participate in maintaining master project resumes, working with various SMEs for details and updates. Work with GIS to support maintenance of project experience map.
Advocate for corporate graphic standards and ensure responsible use of branding elements in proposals and related materials.
Participate in maintaining the proposal filing system. Ensure proper filing of all proposal-related documents.
Support Sales team by completing vendor registrations, prequalification questionnaires, and similar requests from clients and prospects. Maintain access credentials for clients’ vendor systems. Ensure filing of registration documents for future reference.
Maintain Salesforce data and records. Develop proficiency with reporting capabilities within Salesforce.
Serve as backup to Staffing in the production, formatting, and maintenance of professional staff resumes.
Will take on additional responsibilities as role grows.
Accountability
This position is responsible for the completion and evaluation of assigned work. Responsibilities include the execution of proposal processes, the successful on-time submission of proposals, and the maintenance of related data resources.
Qualification Requirements
Must have 1-3+ years of experience in proposal preparation and professional services marketing.
Must be local to Houston, TX.
Must be okay with a Hybrid schedule.
Education and/or Experience
Bachelor's degree from four-year college or university; or five or more years related experience and/or training; or equivalent combination of education and experience.
Licensing
Must have valid driver’s license.
Must maintain minimum automobile liability insurance in the amount of $100,000/$300,000/$100,000 or provide an approved indemnification agreement.
Language Skills
Requires excellent oral and written communication and presentation skills.
Ability to read, analyze and interpret RFP/RFQ/RFI documents, contracts, company policy, professional journals, technical procedures, or governmental regulations and formulate appropriate recommendations for business actions based on understanding of the same.
Ability to write detailed reports, business correspondence, company policy and procedure manuals.
Ability to effectively present information and respond to questions from colleagues, managers, and sometimes clients.
