The Human Resources Director provides strategic and operational leadership for HR functions across the health system. This role reports to the Vice President of Human Resources and partners with executive leadership to support organizational goals through effective talent acquisition, employee relations, engagement initiatives, and regulatory compliance. The HR Director ensures a high-performing, patient centered workforce aligned with the mission and values of Frederick Health. Talent Acquisition Lead system-wide recruitment strategies to attract and retain high-quality clinical and non-clinical staff. Oversee high-volume hiring processes, on-boarding, and workforce planning initiatives. Partner with leadership to address staffing needs, turnover trends, and succession planning. Employee Relations Serve as a trusted advisor to leadership on employee relations matters, including performance management, conflict resolution, and investigations. Ensure consistent application of policies and fair employment practices. Mitigate organizational risk through proactive issue resolution. Employee Engagement and Culture Develop and implement engagement strategies to enhance employee satisfaction and retention. Oversee employee recognition programs, surveys, and action planning. Compliance and Risk Management Ensure compliance with all federal, state and local laws and healthcare regulations. Oversee policy development, audits, and regulatory reporting requirements. Partner with legal and compliance teams on HR related matters. Leadership and Operations Lead and develop the HR team of 12 members, fostering a collaborative and service-oriented environment. Provide data-driven insights on workforce metrics, including turnover, vacancy rates, and engagement. Qualifications Bachelor's degree in human resources, business administration, or related field (Master's degree preferred). 7-10+ years of progressive HR leadership experience, preferably in a healthcare or hospital setting. Strong knowledge of employment law, HR best practices, and healthcare challenges. Demonstrated leadership, communication, and problem-solving skills.
