Exempt (additional compensation to include annual work boot allowance); full-time; 40 hours per week (Monday - Friday; 7:30 a.m. - 4:30 p.m.); full-benefits This professional and administrative position is responsible for assisting the Division Director of Public Works. This position directs multiple departments supervising and administratively overseeing the design, budget, planning, regulatory compliance, goals, and projects of those departments. The Deputy Director of Public Works assists the Director with the operation and administration of short- and long-term projects, goals, and policies of the Division. Plan, coordinate, and supervise overall Division of Public Works (DPW) design, construction, traffic, land acquisition, property management, utility coordination, administrative, and financial operations Prepare or review and approve and coordinate DPW staff memoranda for presentation to the County Executive (CE), Chief Administrative Officer (CAO), County Council, or other commissions, which may include public meetings and hearings as codified in local or state regulations or statutes Assist in the development, implementation, and review of certain policies, procedures, and standards related to DPW or facilities managed by DPW; recommend policies and procedures to CE and CAO Provide and compile technical advice and assistance to the CE and CAO on related matters Develop and implement short-and long-term goals, initiatives, and strategic plans for DPW, with assistance from Director Assist in the preparation, review, monitoring, administration, and justification of the annual operating and capital budgets for DPW, account for expenditure of funds Work with County Attorneys in the creation of agreements, memoranda of understanding, contracts, property leases or purchases, legislative and local regulatory changes, resolution of contract disputes, litigation, or governmental enforcement actions Work with other County agencies in the planning, preparation, review, and approval of Capital Improvements Program (CIP) projects, capital outlay, service contracts, maintenance and management contracts for County roads, bridges, subdivision projects, and facilities Prepare written responses, e.g., letter, memoranda, or e-mail, regarding constituent concerns or inquiries made to the CE, CAO, or Director Manage certain CIP projects or other Director-assigned projects; assist in the monitoring of CIP projects; review, approve, and execute design or construction contract change orders within delegated authority limits of the Director, pursuant to County policies Responsible for all aspects of staff hiring, promotion, supervision, and management Assist in the establishment of overall work objectives for staff; assign, coordinate, review, and evaluate work performance of certain staff; complete performance evaluations; administer employee disciplinary actions; participate in appeal hearings of disciplinary actions Respond to constituent and customer inquiries and resolve complaints involving all aspects of County roads, bridges, subdivisions, and facilities Review and establish new and ongoing emergency management plans and goals including, but not limited to, Continuity of Operations (COOP), emergency preparedness, etc. Represent Frederick County DPW, Frederick County Government, and the CE to civic groups, committees, boards, organizations, and other groups; attend meetings and conferences and make public presentations Perform other related duties as required To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
