As a FINANCIAL MANAGEMENT ANALYST at the GS-0501-13/14 some of your typical work assignments may include: Serves as the principal point of contact in all strategic and budgetary policy and procedural matters associated with higher levels of authority including external activities such as at the Office of the Secretary of Defense (OSD), Assistant Secretary of the Navy (ASN), Assistant Secretary of the Army (ASA), Assistant Secretary of the Air force (ASAF), and congressional levels in the absence of the Business Manager; Participates actively in the translation of requirements into detailed plans, programs and schedules consistent with the requirements of the Planning, Programming, Budgeting, and Execution (PPBE) to include budget planning, integration, formulation, presentation, execution. re-programming and planning and review of obligations and expenditures; Develops and recommends strategic alternatives for integration of significant considerations within mission, management and resources objectives; develops and directs implementation of realistic and responsive policies and ensures their inclusion in all pertinent Sponsors and other higher authority planning efforts; Performs risk analysis and trade-off studies to provide the Business Manager with various options including the most preferred course of action lo be taken in executing proposed plans and strategies; Develops and provides guidance to institute a top level structure to stratify all budget requirements formulated in support of J6 assigned missions Requirements

You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Applies fiscal functional disciplines including budget (operating and procurement), accounting, appropriation policy, travel policy, property fiscal management, position resource management, IT resource management, reimbursable funding and controls, Working Capital Funds, and their interrelationships within financial processes to assess and provide related recommendations; Applies acquisition functional disciplines including contract management, quality assurance, program and technical support, and their interrelationships within the acquisition process to address resource related concerns and acquisition opportunities for the Joint Staff J6; Analyzes the impact of new or modified legislation on Joint Staff J6 programs and resources; translating a basic legislation into program goals, actions, and services; Applies a deep understanding of the relationships between the Joint Staff, Military Services and other external partners, host tenant relationships, and opportunities for consolidation to perform in depth management studies and to conceptualize, develop, and implement assigned JS J6 wide programs; Evaluates legislative and higher headquarters guidance to analyze and determine the impact on the organization's budget regarding joint C4/Cyber program requirements, policies, procedures and guidance Substitution of education may not be used in lieu of specialized experience for this grade level.
