Financial Management Analyst
You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of NAVAL SPECIAL WARFARE GROUP EIGHT. You will develop, adapt, and implement policies to support the command's mission to assure timely, accurate and properly documented actions. You will perform all aspects of supervision, including planning and assigning work, setting priorities, assigning performance standards, training plans for all subordinates. You will analyze and review TDY authorizations to determine the proper travel entitlements and sign as Approving official on all staff and component command TDY authorizations and modifications via Defense Travel System (DTS). You will serve as the DTS system administrator responsible for complete operation, maintenance, and data reliability of DTS. You will track, process and record all actions related to debts incurred by a traveler because of an overpayment of travel entitlements and/or travel advances, ensuring members are provided due process. Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems. This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the ability to manage travel lifecycle, debt management, government travel card administration, and the development and implementation of command-specific travel policies; provide administrative and technical direction to staff, demonstrate skill in budget execution, cost-benefit analysis, experience as a DTS system administrator, knowledge of JTR and APC systems, and data reliability of DTS.
