Position Title Deputy Director of Operations (Administrative Staff Analyst – 1002A)

Hours & Location Hours: Full-Time – 35 Hours

Eligibility Only permanent Administrative Staff Analysts or those reachable on the DDC promotional list (exam #9536) or open‑competitive list (exam #9058) may apply. Position Summary The Department of Design & Construction (DDC), Operations Division, seeks a Deputy Director of Operations. This position reports directly to the Assistant Commissioner of Operations and manages a total of six employees across multiple operational units, including the Continuity of Operations Plan (COOP) Management & 311 Call Coordination Unit, two site offices, and key operational and administrative programs.

Key Responsibilities

Oversee the COOP Plan – manage COOP staff to keep the plan current, compliant, and fully functional; draft, coordinate, and present COOP functional and tabletop exercises, newsletters, and serve as the agency representative at COOP conferences and working groups.

Research, develop, and implement emergency response protocols in alignment with citywide and state requirements.

Track shelter storm volunteers and submit accurate COOP‑related data to NYC Emergency Management (NYCEM).

Collaborate with the DDC Health and Safety Officer to maintain up‑to‑date emergency preparedness protocol.

Supervise 311 Call Coordination – ensure public inquiries related to the DDC are handled accurately, timely, and accountably; manage call intake, track issues, route service requests, maintain logs, weekly status reports, and documentation.

Oversee two site offices (Manhattan and Staten Island); manage four staff members (office manager and administrative staff); coordinate water main shutdowns, permit review, and construction/ pedestrian ramp projects in the CPO system.

Conduct monthly site visits to ensure operations run smoothly and resolve issues promptly.

Manage building lease operations – review lease terms, renewal timelines, occupancy requirements; coordinate with DDC Law Division, DCAS, and building management; identify and resolve lease‑related issues; ensure lease amendments are vetted and added to official files.

Assist in new space requests and coordinate with DCAS leasing team during negotiations.

Collaborate with Operations Division unit heads to develop and implement staff training initiatives.

Coordinate work assignments and workflows to ensure adequate administrative coverage; draft, edit, and review correspondence on behalf of the Assistant Commissioner.

Minimum Qualifications

A master’s degree in a related field and two years of full‑time professional experience in specified areas; 18 months of executive, managerial, administrative, or supervisory experience; supervision of staff performing professional work as described.

OR a bachelor's degree and four years of professional experience including 18 months of supervisory experience.

Preferred Skills

Excellent leadership, facilitation and teamwork skills.

Strong supervisory and managerial experience with facilities, fleet, procurement, records, and project management policies.

Proficiency with Microsoft Word, PowerPoint, and Excel.

Valid NYS driver’s license.
