Job Description
The California State Controller’s Office (SCO) is currently implementing a large and complex SaaS solution to support the California State Payroll System (CSPS) project. CSPS is a massive project, and the implementation includes both Personnel and Payroll functionality to support the needs of some 300,000 employees across 160 agencies and 21 bargaining units. With an estimated project budget exceeding $1 billion and staffing approaching 300 IT professionals, this highly complex effort is expected to continue for the next several years. Responsibilities
The Project Management Office (PMO) is responsible for ensuring that formal PM processes are in place and followed across all project workstreams (leadership, functional, technical, and organizational change management) Ensuring documentation is maintained in accordance with policy and procedure Providing regular periodic reporting on project risks, issues, and overall health, including stakeholder presentations as needed Assisting the CSPS Leadership Team in monitoring system integrator performance Providing analysis and recommendations for improvements to project management processes Contract Required Qualifications for the Senior Project Manager Role (must meet requirement #6 below and any other two for a total of three)
Minimum of three (3) years of demonstrated experience, within the past twenty (20), in understanding and following the Software Development Lifecycle (SDLC) for a Software as a Service (SaaS) solution with at least 2,000 users and a project value of at least $2,000,000. Minimum of five (5) years of demonstrated experience, within the past twenty (20), in adhering to, and applying, project management principles for an IT project, in all the following knowledge areas: a) Schedule Management b) Risk/Issue Management c) Scope/Change Management d) Communications Management and e) Governance Management. Minimum of five (5) years of demonstrated experience, within the past twenty (20), authoring complex reports and technical documents, and documenting lessons learned for an IT project. Minimum of five (5) years of demonstrated experience, within the past twenty (20), monitoring the project performance of an IT Project throughout the project lifecycle to include updating and maintaining project plans, such as schedule, quality, risks, scope, governance, requirement, contract management, project management, and implementing corrective actions as needed. Minimum of five (5) years of demonstrated experience, within the past twenty (20), in utilizing Microsoft Project to create schedules, project plans, manage resources and keep track of time on an IT project. Must possess one (1) of the following current and valid certifications: Project Management Professional (PMP) certification from the project Management Institute (PMI), or a Certified Associate in Project Management (CAPM) certification, or a certified Six Sigma Black Belt (CSSBB) offered by the American Society for Quality. Certification must be provided. No alternative certifications will be considered. Additional Qualifications

Candidates will need to complete and pass a background check conducted by SCO prior to beginning work All staff must be based in the continental United States. Remote work is allowed. However, with advance notice, the State may require project staff to occasionally work on-site or travel to Sacramento for project meetings. Normal working hours are 8:00 AM to 5:00 PM Pacific time. At Crowe, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $133,100.00 - $280,700.00 per year.
