The Kansas City VA Medical Center is recruiting for a Fisher House Housing Manager responsible for coordinating temporary accommodations and comprehensive support services for families, caregivers, and Active‑Duty Service Members receiving treatment at major military and VA medical facilities.
Qualifications Applicants must meet all requirements by the closing date of this announcement (04/15/2026). Key qualifications include:
Time‑In‑Grade Requirement: Current Federal employees who have held any GS grade within the past 52 weeks must have completed 52 weeks at GS‑11 (or the equivalent in the Federal Service) and submit an SF‑50 showing eligibility. Former Federal employees applying for reinstatement or Veterans Employment Opportunities (VEOA) appointments must also meet the time‑in‑grade requirement.
Specialized Experience: One year of specialized experience equivalent to the next lower grade (GS‑11) in the normal line of progression for this occupation, providing knowledge, skills, and abilities to perform duties. Experience from paid, unpaid, or volunteer positions (e.g., Peace Corps, AmeriCorps) is creditable.
Core Competencies: Communications and Media, Customer Service, Financial Management, and Organizational Awareness. Experience should demonstrate the ability to analyze problems, plan and organize work, and communicate effectively in writing and orally.
Duties
Interpret complex housing regulations, policies, and federal guidance to resolve precedent‑setting or unusual housing management issues, serving as a technical expert on housing program operations.
Analyze program data—occupancy trends, budget impacts, resource constraints—to develop recommendations for improving efficiency and service delivery.
Lead or coordinate multidisciplinary teams or working groups to plan, implement, or evaluate housing initiatives, inspections, or corrective actions.
Develop, revise, or implement standard operating procedures, performance metrics, or program improvement plans to strengthen housing operations.
Oversee complex or sensitive cases involving eligibility, assignments, disputes, or exceptions, ensuring decisions are consistent with policy and equitable.
Manage large‑scale housing projects or program components such as renovation schedules, facility assessments, or contractor performance evaluations.
Prepare high‑level reports, briefings, and written analyses for senior leadership with data‑supported recommendations.
Monitor program compliance with federal, state, and local requirements, conduct risk assessments, and ensure timely resolution of deficiencies.
Provide expert guidance, training, and oversight to staff on complex housing processes, automated systems, customer service expectations, and policy implementation.
Coordinate with internal and external stakeholders—legal counsel, contracting, maintenance, community partners—to align decisions and resolve programmatic issues.
Utilize automated systems and advanced data tools for strategic planning, forecasting needs, tracking performance, and producing analytical reports.
Manage resource allocations, workload distribution, and program priorities to support organizational goals and ensure responsive housing services.
Identify operational gaps and lead initiatives to modernize processes, streamline service delivery, or improve resident satisfaction.
Work schedule: Monday – Friday, 8:00 AM – 4:30 PM.
