DEFINITION The Family Resource Center Director sets overall direction and priorities and oversees the implementation of programmatic and organizational goals and strategies.

SUPERVISION RECEIVED AND EXERCISED Receives direct supervision from the Superintendent.

Provides direct supervision of the CMP Coordinator, Family Liaison Program Manager, Early Childhood Family Liaisons, and Finance Specialist.

Primary Duties Family Resource Center Director

Program and Evaluation:

Maintain the fidelity of the Family Resource Center across schools by adhering to principles of family support and development.

Ensure that the Family Resource Center conforms to program goals and objectives and to grant specifications.

Ensure that Family Resource Center funds are spent in accordance with the budget and allocate resources.

Advocate for youth and families through collaboration with local agencies and coalitions.

Collaborate with building staff and administrators, and other RFSD programs to coordinate the services provided to students.

Oversee the Medicaid Outreach and Enrollment program and ensure compliance with the Certified Application Assistance Site status.

Supervise the School Health Services Program and ensure compliance with contractual responsibilities.

Oversee the Local Service Plan process for the School Health Services Program.

Oversee the Garfield County Collaborative Management Program and ensure compliance with state contractual responsibilities.

Oversee compliance with Family Resource Center Association membership requirements.

Research and participate in planning for new programming ideas in response to school and community needs.

Coordinate the creation and updates of goals and objectives, strategic plans, work plans, and logic models.

Create and distribute annual report, FRC evaluation plan, and oversee final document production.

Oversee federal and local programs to support Homeless, Foster Care, and Migrant Students.

B. Family Engagement

Partner with schools, district departments, families, and community organizations to strengthen school-family relationships.

Partner with schools to develop, implement, and evaluate family engagement plans.

Work with partners to strengthen family engagement.

Support the administration, interpretation, and application of the district family survey.

Lead or support district strategic initiatives related to family partnership and engagement.

Lead the district Equity Advisory Council and serve on the District Equity Steering Committee.

Participate on relevant district teams and committees, including the Student Services Team, Strategic Leadership Team.

C. Communications, Marketing, and Fundraising

Oversee all family resource center communications, marketing, and fundraising efforts by collaborating with FRC staff.

Work directly with partners, funders, and grantors to support communications, marketing, and fundraising goals.

Maintain the Student & Family Services website.

D. Outreach

Participate as a proxy as member of Interagency Oversight Group (IOG) of the Collaborative Management Programs in Garfield, Eagle, and Pitkin Counties.

Present to leadership council, county commissioners, and other groups as needed and per the interests of the FRC and school district.

Develop and maintain relationships and partnerships with local, state and federal agencies and nonprofits that promote the health and well-being of students, families and communities.

Oversee FRC Advisory Board orientation and communications, craft and distribute agenda, chair meetings.

Serve as RFSD liaison/point of contact for partnerships with student- and family-serving organizations including: Stepping Stones, Valley Settlement, Youth Zone, Mountain Family Health Centers, Buddy Program, and Hope Center.

E. Financials

Create and monitor overall organization and individual program budgets.

Explore the feasibility of potential funding opportunities with the team.

Oversee grant management through outreach, application, and reporting. Work collaboratively with the Bookkeeper to ensure grant reporting is accurate and timely.

F. Supervision

Select, train, evaluate and supervise Family Resource Center Director, FRC Development Director, School-Community Organizer, Bookkeeper, district nurses and Early Childhood Director.

Create and update staff job descriptions.

Craft and maintain RFSD staff protocols.

Develop staff meeting agendas, facilitate meetings.

Additional duties as assigned.

Qualifications Knowledge of:

Roaring Fork School District student population.

Working within an educational community with parents and staff.

State and federal legislation regarding children, families, health and human services.

Community programs and resources for families and students.

Child Welfare practices.

McKinney Vento rules and regulations.

Principles of supervision and training and performance evaluations.

English usage, spelling, grammar and punctuation.

Modern office procedures and methods.

Advanced knowledge of Microsoft Office programs, especially Word and Excel.

Knowledge of database concepts.

Principles and procedures of record keeping.

Principles of business and letter writing and basic report preparation.

Ability To

Oversee, direct and coordinate the work of staff.

Select, supervise, train and evaluate staff.

Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

Monitor and track budget expenditures.

Facilitate communication with Spanish-speaking families, or find appropriate translation.

Prepare clear and concise administrative and statistical reports.

Respond to requests and inquiries from building administrators, vendors and the general public.

Develop, interpret and apply District policies and procedures.

Make public presentations.

Work with Boards and commissions.

Recognize potentially hostile situations and diffuse situations appropriately.

Operate and use modern office equipment including a computer and various software packages.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Experience EXPERIENCE & TRAINING GUIDELINES

Minimum of three years experience in a supervisory role at a non-profit organization.

Bilingual (Spanish/English) required, bicultural.

Training & Education: A Master's degree or equivalent experience/training in Mental Health, Health, Human Services and Education preferred. Training in Family Development and Support.

License Ability to obtain and maintain a valid Colorado Driver's License.

WORKING CONDITIONS While performing the duties of this job, the employee regularly works inside. The noise level is usually moderate with many interruptions. Office environment; exposure to computer screens and use of a keyboard. Travels from site to site.

Physical Conditions While performing the duties of this job, the employee is frequently required to sit, walk and stand. Occasional lifting of 25 pounds or less.

Salary, Days Worked and Benefits Salary Range - $93,772.04- $118,248.18 depending on experience.

This is an exempt, year round position.

Days worked: 252 days/year (with paid time off, paid vacation days, and paid time off for holiday).
