
Senior Proposal Writer

Position Summary ExpediteInfoTech is seeking an experienced, high-energy Proposal Writer / Proposal Development Specialist to drive compliant, compelling, and win-focused responses for Federal Civilian and select Defense opportunities. The ideal candidate will take ownership of the writing process, translating complex technical solutions into persuasive narratives to drive business success. This role supports the full lifecycle of RFPs, RFIs, RFQs, OTAs, Task Orders, BPAs, IDIQs, and GWACs.
Key Requirements
Location: Must reside in the Rockville, MD/DC Metro area.
Work Style: Hybrid schedule; ability to work from our Rockville, MD office HQ is required.
Tools: Proficiency in MS Office Suite (Word, PowerPoint, SharePoint, OneDrive).
Compliance & Detail: Attention to detail to ensure 100% compliance with complex RFP instructions.
Key Responsibilities
Proposal Development: Lead the authorship and development of Technical, Management, and Past Performance volumes, ensuring a cohesive "one-voice" narrative.
Strategy & Win Themes: Collaborate with Capture and Executive teams to integrate win themes, discriminators, and value propositions into every response.
Compliance & Analysis: Thoroughly analyze solicitation requirements (Section L & M) to create compliant response frameworks and detailed compliance matrices.
SME Engagement: Facilitate interviews with Subject Matter Experts (SMEs) to extract technical nuances and synthesize complex data into polished content, and ensure a cohesive "one-voice" narrative
Lifecycle Management: Manage the proposal schedule, including Color Team reviews (Pink, Red, Gold), version control, and final production timelines.
Knowledge Management: Maintain and expand the corporate proposal library, including boilerplate content, past performance citations, and staff resumes.
Regulatory Alignment: Ensure all responses align with FAR/DFARS regulations and specific agency instructions.
Proposal Strategy, Planning & Compliance: Review solicitations for requirements, evaluation factors, instructions, page limits, and deadlines. Build compliance matrices, outlines, and response frameworks.
Proposal Writing & Content Development: Develop executive summaries, company overviews, technical approaches, management plans, staffing plans, QA/testing approaches, cybersecurity narratives, past performance, and pricing narratives.
SME Coordination & Solution Workshops: Conduct interviews and workshops, convert SME notes into proposal-ready narratives, and maintain consistency across volumes.
Reviews, Editing & Final Production: Lead green/pink/red/blue team reviews, incorporate comments, proofread, and support final submission packaging. Proofread and revise entire proposal packages for clarity, consistency, grammar, accuracy, persuasiveness, compliance, and formatting requirements (e.g., page limits, font sizes, margin rules, volume structure).
Content Library & Process Improvement: Maintain reusable technical narratives, past performance, staffing templates, compliance responses, and agency-aligned win themes.
Post-Submission Support: Support clarifications, BAFOs, oral presentations, demo scripts, and debrief lessons learned.
Required Qualifications
8+ years of experience writing proposals for the federal government market (civilian and/or defense).
Experience: Proven track record in federal proposal writing with a deep understanding of the government procurement lifecycle. Demonstrated experience managing full-lifecycle federal proposal development , from opportunity assessment and gateway reviews through compliance review, writing, internal reviews, final production, and submission.
Technical Proficiency: Advanced skills in MS Office Suite (specifically Word, PowerPoint, and SharePoint). Ability to format complex documents for 100% compliance.
Attention to Detail: Exceptional proofreading and editing skills with a "zero-defect" mindset regarding RFP instructions.
Excellent editing and executive communication
Bachelor’s degree or equivalent experience
Proven ability to write clear, compliant, compelling narratives for technical and management volumes, including executive summaries, technical approaches, management plans, staffing plans, and past performance.
Experience coordinating inputs from multiple contributors across geographically dispersed teams and managing complex, time-sensitive proposal schedules under high pressure.
Excellent written and verbal communication skills, with strong editing, proofreading, and storytelling abilities for both written and oral presentation support.
Preferred Qualifications
Experience/Understanding of cloud, cybersecurity, Zero Trust, AI/ML, data analytics, ERP modernization, software engineering, testing/IV&V, PMO, and staffing proposals.
Familiarity with FedRAMP, CMMC, RMF, NIST 800-53/800-207, SharePoint, Microsoft 365, and APMP best practices preferred.
Experience supporting oral presentations, orals scripts, slide decks, and demo narratives for federal competitions.
Ability to obtain an active security clearance (Secret or Top Secret) is a plus, though not required at initial hire.
