Assistant Director Emergency Management

Job Summary Assists the director with developing, administering, and directing the University's comprehensive, all-hazards emergency management program.

Responsibilities

Assist the Department with all activities related to the University's all-hazard disaster planning, preparedness, response, recovery, and mitigation actions, including implementation of the Comprehensive Emergency Management Plan (CEMP) to ensure readiness to respond and recover from any University-wide disaster.

Serve as a primary driver of the University's Emergency Management Accreditation Program (EMAP), coordinating documentation, maintaining compliance with standards, supporting reaccreditation efforts, and ensuring continuous program improvement.

Serve in a key leadership role during EOC activations, providing operational coordination, situational reporting, and support for decision-making during emergencies requiring extended and variable work hours.

Maintain the Emergency Operations Center (EOC) in a constant state of operational readiness for activations, training, and exercises; troubleshoot and find solutions to any technical problems.

Administer FIU Ready, an online continuity of operations planning tool used by university units to develop their individual continuity of operations plans (COOP); lead campus-wide COOP implementation, deliver system training, provide technical guidance, and ensure unit compliance and plan currency.

Administer the University's emergency notification system in conjunction with the FIU Police Department and the Division of Information Technology; analyze system performance and create reports following tests of the emergency notification system.

Perform essential duties in emergencies such as hurricanes, public health emergencies, and/or other university emergency closings; be available to report to work as needed during university emergency closings with appropriate notification of a department administrator.

Maintain liaison relationships with local, state, and federal emergency management agencies, as well as private and nonprofit partners, representing the University in regional coordination efforts.

Monitor and evaluate local, state, and federal legislation and regulatory requirements impacting emergency management; ensure program compliance and alignment with applicable standards and statutory requirements.

Coordinate with emergency management and stakeholders to plan and drive the implementation of emergency management strategic initiatives.

Assist with the design, facilitation, and evaluation of tabletop, functional, and full‑scale exercises for university departments and EOC staff in accordance with Homeland Security Exercise and Evaluation program.

Develop and maintain comprehensive records and documentation related to trainings, drills, incidents, and after‑action reports to ensure accuracy, compliance, and support continuous program improvement.

Develop and deliver emergency management training programs for faculty, staff, and students, including COOP workshops, disaster preparedness education, and EOC role‑based instruction.

Develop, update, and maintain emergency management plans, policies, standard operating procedures (SOPs), and operational guidelines to ensure regulatory compliance and alignment with best practices.

Develop and implement institution‑wide best‑practice systems, policies, and procedures for emergency management, and participate in education and awareness initiatives to communicate required standards.

Research and recommend new services and technologies to improve the Department and level of preparedness for the university.

Perform other related duties as assigned.

Minimum Qualifications

Bachelor's degree in an appropriate specialization and four (4) years of appropriate experience; OR Master's degree in an appropriate specialization and two (2) years of appropriate experience.

Desired Qualifications

Knowledge of advanced features in Microsoft Office Suite and SharePoint.

Ability to respond to crisis situations.

Pay USD $65,475 - $75,000
