The City of Wichita is seeking a highly motivated, community-focused professional to serve as the Community Services Representative for District 1. This position plays a key role in advancing community engagement by connecting residents, neighborhoods, and community organizations with City services, initiatives, and decision-making processes. This dynamic position is part of the City Manager’s Office and provides direct support to the District 1 Council Member on projects and initiatives that benefit residents.

This position manages the Atwater Neighborhood Resource Center (Atwater NRC), which serves as a community engagement hub providing services, programming, and resources for low- to moderate-income residents. The role also supports partnerships and coordinated service delivery and includes supervision of one Administrative Aide.

The position emphasizes facilitation, cross-department coordination, and project management to address community needs at a systemic level. The successful candidate will be self-directed, adaptable, and skilled in facilitating discussions, building relationships, and navigating complex community issues. This role requires the ability to support City departments and leadership in designing and implementing meaningful engagement processes that align with community priorities.

This position operates with a high degree of independence and requires a proactive, self-driven individual who can effectively manage multiple priorities, navigate ambiguity, and take initiative without the need for close direction. The ideal candidate will demonstrate strong problem-solving skills, sound judgment, and the ability to move work forward in complex or undefined situations. Success in this role depends on the ability to quickly build trust with the District 1 Council Member, City staff, community partners, and residents while independently identifying opportunities, anticipating needs, and delivering results that advance district priorities.

Days and hours for this position Work hours are generally Monday – Friday, 8:30 a.m.–5:30 p.m. This position requires regular evening and Saturday commitments, including a monthly District Advisory Board meeting (typically the first Monday of the month starting at 6 p.m.) and a monthly Saturday morning District Breakfast (approximately 8 a.m.–12 p.m.). Additional evening and weekend meetings or events may occur based on community needs. Flexibility in scheduling is available to accommodate these commitments. Work is primarily based at the Atwater Neighborhood Recreation Center with frequent travel throughout the district. While this is primarily an in‑person, community-based role, limited remote work is available based on job responsibilities, operational needs, and demonstrated ability to effectively manage work independently.

Anticipated starting salary $50,778.00 - $70,533.00 (based on experience and qualifications)

Responsibilities

Serve as the City’s primary liaison to District 1 residents, stakeholders, and community partners.

Support the District 1 Council Member by coordinating projects, responding to priorities, anticipating community needs, and identifying opportunities to advance district initiatives.

Manage daily operations of the Atwater NRC as a community engagement hub serving low- to moderate-income residents.

Build and maintain strategic partnerships with community-based organizations and coordinate the delivery of programs, services, and resources at the Atwater NRC.

Supervise and provide direction to an Administrative Aide, including oversight of Atwater NRC front desk operations and coordinating or providing coverage as needed.

Develop and implement community engagement strategies and facilitate meetings, forums, and processes that promote transparency, inclusion, and informed decision-making.

Coordinate with City departments to address community priorities and ensure alignment of services and initiatives, while identifying systemic issues and advancing long‑term, cross‑department solutions.

Staff District 1 Advisory Board meetings, including agenda preparation, minutes, technology setup, and follow‑up.

Coordinate and staff District 1 community events, including monthly Saturday Breakfast meetings.

Attend neighborhood and homeowner association meetings to facilitate dialogue, identify priorities, and connect residents to City processes.

Maintain District 1 communication channels, including webpage, social media, and newsletters.

Track, manage, and coordinate responses to community concerns, including maintaining complaint tracking systems and ensuring communication and follow‑through across departments.

Monitor and document program outcomes, maintain required data, and prepare reports on activities and impact.

Perform other related duties as assigned.

Qualifications

Ability to work effectively in a dynamic, community‑based environment with a high degree of independence, including taking initiative, anticipating needs, and managing work with minimal direction.

Ability to analyze community needs, identify systemic issues, and advance practical solutions.

Ability to research issues, support decision‑making processes, and provide effective support to the District 1 Council Member through communication and coordination.

Ability to manage multiple projects, competing priorities, and deadlines.

Strong problem‑solving skills, sound judgment, and ability to operate effectively in ambiguous or evolving situations.

Ability to operate technology for meetings and communication (e.g., Zoom, Teams, AV equipment).

Ability to use social media and digital tools for public communication.

Ability to maintain professionalism and neutrality in politically sensitive environments.

Availability to work evenings and Saturdays as required.

Proficiency with Microsoft Office and general computer applications.

Familiarity with local government operations and services.

Knowledge of community-based organizations serving low- to moderate‑income populations.

An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.

Required Experience and Training

Bachelor’s degree in public administration, Political Science, Sociology, Social Work, Communications, Business Administration, or Urban Studies; OR Three (3) experience coordinating programs or services, including responding to public or customer inquiries, organizing or supporting meetings or events, tracking and resolving requests or issues, and working directly with community members or external partners.

One (1) year of experience independently managing multiple projects or assignments, including setting priorities, meeting deadlines, and completing work without daily direction.

A valid driver’s license.

Must be legally authorized to work in the United States without the need of a sponsorship.

Preferred Experience and Training

One (1) year of experience in community engagement, public administration, nonprofit, or social services work.

One (1) year of experience managing a program, project, or facility.

One (1) year of experience facilitating meetings or community discussions.

One (1) year of supervisory or leadership experience.

One (1) year experience working with diverse or under-resourced communities.

One (1) year experience with public communications, including social media and newsletters.

Offers of employment are contingent upon passing a pre‑employment physical, which includes drug screening, and upon satisfactory evaluation of the results of a criminal record check.

Starting pay for current City employees will be determined by City of Wichita policy or applicable bargaining unit agreement.
