Description Churchill Consulting Engineers is seeking a highly motivated Water Resources Department Manager to join our team! Churchill is a full service engineering firm that provides public and private sector clients with planning, design, surveying, permitting, and construction management services for a broad range of civil/infrastructure and environmental projects. As a Water Resources Department Manager, you will collaborate with a team to develop engineering designs for a variety of stormwater management, drainage and transportation infrastructure projects overseen by regional agencies such as the New Jersey Turnpike Authority (NJTA) and the New Jersey Department of Transportation (NJDOT), as well as County agencies and municipalities throughout the State. Key Responsibilities
Lead a project team consisting of engineers, designers, and field personnel involved in the design, modification, analysis, and constructability of water resources-related projects
Coordinate and conduct meetings with project stakeholders
Coordinate with office management and other project managers to share resources
Assist in proposal preparation including oral presentations, and prepare the scope, schedule, and budget for new projects
Interface with clients, including state and local agencies
Work on challenging assignments that include investigating, troubleshooting, and solving a wide variety of engineering and construction-related issues
Prepare, review, and/or approve proposals, contracts, or cost estimates
Negotiate revisions, changes, and additions to contractual agreements with sub-consultants and clients
Lead efforts to ensure projects are completed satisfactorily, on time, and within budget
Coordinate design activities to ensure installation and operations comply with specifications, codes, and client requirements
Prepare reports and studies that present technical information clearly and concisely to meet client requirements
Perform independent reviews of work performed by others, including calculations and drawing preparation
Take ownership of projects from start to finish
Manage staff work assignments
Assist with workload projections for the department
Skills, Knowledge and Expertise
Bachelor of Science Degree (or higher) in Civil Engineering
Professional Engineering License in NJ
15+ years of experience in the water resources engineering and design field
Experience with public agencies is a plus
Knowledge of NJDEP SWM regulations
Ability to manage engineering, design, or construction projects
Experience with supervising staff
Proficiency in Civil3D and Microstation preferred
Proficiency in Microsoft Office Suite required
Knowledge and experience with hydrologic and hydraulic software (e.g., HEC‑RAS, Hydraflow, StormCAD, HydroCAD)
Solid organizational, verbal, and written communication skills
Ability to interact with clients and multi-discipline team members
Willingness to work on projects locally or in workshare with other offices
Proven history of meeting project deadlines and budgets
Outstanding interpersonal and customer service skills
Strong organizational skills and attention to detail
