This role manages the full lifecycle of HCV program transactions, including:
Processing applications and determining eligibility for standard and special HCV programs
Conducting annual and interim re-certifications, including income verification and rent calculations
Managing moves, portability, rent increases, rent reasonableness, and tenancy approvals
Preparing and administering HAP contracts
Supporting informal reviews, hearings, and terminations
Verifying family composition, income, assets, citizenship, and eligibility documentation
Performing accurate and timely calculations for tenant rent, HAP payments, deductions, and utility allowances
Maintaining secure and complete participant files while protecting all personally identifiable information (PII)
Entering and tracking data in program systems and preparing required reports
You will plan and prioritize your workload to meet productivity and accuracy standards while coordinating closely with supervisors, managers, inspectors, and other team members.
Customer Service & Professional Judgment HCV Specialists serve as a primary point of contact for program participants, property owners, applicants, and the general public. This role requires professionalism, sound judgment, and the ability to navigate complex or sensitive situations while maintaining compliance, fairness, and nondiscrimination.

Works efficiently while maintaining a high degree of accuracy
Communicates clearly and professionally, both verbally and in writing
Handles multiple transactions and deadlines with strong organizational skills

Continuously builds knowledge as HUD guidance and program requirements evolve
Required Qualifications
High School Diploma or GED
Minimum of two years of experience in customer service or public-facing work
Strong computer skills and proficiency with data entry and documentation
Excellent math, analytical, and organizational skills
Ability to obtain HCV Specialist certification within one year of hire
Preferred Qualifications
Experience with Housing Choice Voucher or other housing assistance programs
Background in accounting, mortgage processing, or transaction-based environments
College coursework or technical/business education
