On-Site Construction Management Representative (CMR) Fort Donelson Visitor Center Rehabilitation
Company: ASR Location: Fort Donelson National Battlefield Visitor Center, 120 D Road, Dover, TN 37058 (Fully on-site no remote work) Job Type: Full-Time, On-Site Contract Position Duration: 395 calendar days (approximately 13 months), with potential extensions up to 25% based on construction contract needs Project Overview To provide Construction Management services for the National Park Service (NPS) "Finish FODO VC Construction" project (PMIS FODO 351117). This is a continuation project to complete the rehabilitation and reopening of the historic three-story, 4,600 SF Fort Donelson National Battlefield Visitor Center. Work includes installing an elevator, making the building fully accessible, upgrading HVAC, electrical, plumbing, fire protection, and security systems, correcting structural issues, installing new roofing, and replacing windows with higher R-value glazing. Position Summary
We are seeking a dedicated, full-time On-Site Construction Management Representative (CMR) to serve as ASR's primary field representative for the entire construction duration. The CMR will provide daily on-site observation, documentation, administrative oversight, and strict adherence to NPS Denver Service Center (DSC) protocols. This is a hands-on field role requiring daily presence at the active construction site. The CMR has no authority to direct the contractor, accept/reject work, or obligate the Government in any way. Key Responsibilities
Observe and document daily construction progress, workmanship, quality, and conformance with contract documents, plans, specifications, building codes, and safety standards. Prepare and upload a detailed Daily Report for every day of on-site construction activity, including photographs with legends, dimension notes, and descriptions. Arrange, facilitate, attend, and document all required meetings (weekly progress meetings, safety meetings, 3-phase inspections, negotiations, etc.). Meeting notes must be completed and distributed within 1 business day. Review, verify, and manage all administrative documentation (submittals, RFIs, certified payrolls, schedules, payment requests, quality control reports, O&M manuals, etc.) using ASR's Construction Management software. Monitor contractor compliance with the Accident Prevention Plan (APP) and all applicable safety requirements; document safety issues immediately. Perform and document preparatory, initial, and follow-up (3-phase) inspections for designated work items. Assist with drafting scoping documents for contract modifications, proposal reviews, and negotiation documentation (notes submitted within 1 business day). Strictly follow communication protocols: All concerns, observations, or issues must be reported only to the NPS DSC / Contracting Officer's Representative (COR). The CMR must never provide opinions or direction directly to the Park, Region, or Construction Contractor. Maintain professional, neutral, and ethical conduct at all times. Required Qualifications
US Citizen Valid Driver's License Ability to read, interpret, and understand construction contracts, plans, and specifications. Knowledge of similar construction work to observe, document, and confirm conformance to contract requirements. Completed OSHA 30-Hour Construction Safety Training (current certification required). Thorough knowledge of construction practices, applicable building codes, safety regulations, 3-phase inspections, and mock-up reviews. Ability to understand and evaluate cost estimates and proposals (broken down by labor, equipment, materials, overhead, and profit), construction schedules, scope changes, and payment requests. Strong technological proficiency: PC/internet use, Microsoft Teams (meetings, screen sharing, recording), Word, Excel, Adobe Acrobat (PDF markup), and MS Project. Demonstrated ability to use Procore or ProjectTeams Construction Management Software (required). Physically able to walk, climb, and navigate active construction sites on a daily basis. No conflicts of interest (e.g., family members or financial interest with the construction contractor). Ability to maintain strict confidentiality of procurement-sensitive information (including Government cost estimates). Commitment to ethical behavior per FAR Part 3; must always identify as a "Contractor" (non-Government employee) and report solely to the NPS/DSC.
