Introduction The Deputy Director of the Recruitment and Examination Division (RED) is a key role within the State’s hiring system, covering more than 40,000 employees. The successful candidate will be committed to providing dynamic leadership and ensuring fair and equitable hiring processes for all positions within the State Personnel Management System (SPMS).

This is a management service position and serves at the pleasure of the appointing authority.

LOCATION OF POSITION The position is located at 301 W. Preston Street, Baltimore, Maryland, but may work a hybrid telework schedule.

POSITION DUTIES This role supervises the RED team and reports directly to the RED Director. The RED team is responsible for processing job vacancy announcements from Maryland agencies and posting them on Maryland’s primary job board, https://jobapscloud.com/MD/. The team then evaluates whether the resulting applicants meet each job’s minimum qualifications and creates the lists of eligible candidates for agencies to review.

The RED team also directly responds to applicant questions and maintains Maryland’s job board. RED team members are responsible for various high‑profile projects, including conducting an annual hiring audit of SPMS agencies; disability, veterans, and internship programs; training initiatives; legislative inquiries; and implementing new features to the JobAps HRIS system.

In addition to supporting the RED Director to maintain RED’s current high level of service, the State seeks a candidate to transform the office. Key focus areas will be deploying process improvements that expand team capacity, driving improvements to the applicant experience, expanding strategic recruiting services in partnership with and in service to State agencies, researching, testing, and implementing new strategies to attract talent, and supporting efforts to modernize the State’s hiring system more broadly.

In addition, the ideal candidate will be able to gain technical expertise in all facets of the State’s recruitment and examination processes. They will ensure that the hiring process is unbiased and complies with the law.

Minimum Qualifications Five years of professional HR work experience in talent acquisition or recruitment, which must include at least 2 years in a lead or supervisory role.

Desired Or Preferred Qualifications

Excellent emotional intelligence and exceptional leadership skills.

Familiarity with applicant tracking systems.

Knowledge of federal laws and state laws that impact hiring as well as demonstrated experience in interpreting and implementing laws, regulations, policies and procedures.

Experience with customer experience improvements.

Strong organizational skills, including project management skills.

Excellent communications skills, both oral and written.

Ability to gather data, compile information, and prepare reports.

Ability to prioritize and perform complex tasks on multiple projects.

Experience planning, coordinating, overseeing, leading and evaluating the work of others.

Experience building talent pipelines by establishing relationships with traditional and non‑traditional sources of talent.

Experience working with a diverse group of customers as well as strong customer service skills.

Experience organizing, developing, and presenting training programs and standard operating procedures.
