Job Summary
Lumos is seeking a full‑time Manager – OSP Construction to drive flawless execution of Outside Plant network builds. The role requires direct interaction with subcontractor teams, collaboration with internal Lumos teams, and liaison with local officials and community representatives. The position is hybrid: remote work is possible but requires regular presence onsite in Eagle Pass, Texas, and on multiple job sites in the market. Successful candidates must reside within the market or a reasonable commuting distance. Company vehicle and mobile phone will be provided; a valid, fully unencumbered driver's license is required. Essential Functions
Accomplish assigned market builds safely, on time and within budget. Schedule and coordinate maintenance, repair, and upgrade of OSP facilities, including rehab work, community concern responses, OSP generator routines, and emergency call‑outs. Delegate responsibilities, empower direct reports to design builds, track and report progress, and motivate contractor crews. Influence internal and external teams to ensure commitment to progress and stay on target. Interface directly with local governments and communities, responding promptly and graciously. Keep stakeholders informed of build progress at all times. Provide technical leadership and expertise to direct reports and subcontractor partners; establish, standardize, and improve processes. Coordinate with utilities partners and associated pole, aerial, and other teams in alignment with engineering teams to plan and execute objectives. Manage CAPEX, OPEX, and inventory tracking—track progress and approve expenses. Build and maintain a high‑performing team: select top candidates, evaluate performance, and identify training and coaching opportunities. Perform other duties as assigned, including departmental and cross‑functional projects. Knowledge, Skills, and Abilities Required
Excellent verbal and written communication skills. Strong experience influencing and directing the work of others. Exceptional interpersonal skills: engaging respectfully with direct reports, internal teams, contractors, and community stakeholders. Solid experience with computers, peripherals, and software (Smart Sheets or similar, MS Office – Excel, Outlook, Word; Visio and PowerPoint helpful). Other Experience & Requirements
10+ years of experience in OSP construction, engineering, or fiber build operations. 2–5 years of experience leading technicians and contractors in a fiber build environment. High school diploma or equivalent required; bachelor’s degree preferred. Proven project management skills – managing multiple concurrent milestones to closure within assigned markets. Proactive, independent, and able to take initiative to stay on task and on target. Active, fully unencumbered driver’s license. Fiber or telecom industry experience is essential. Frequently operate computer, keyboard, and related peripherals. Frequent travel to construction sites – standing, walking, and safely navigating in all weather. Near‑constant use of sight, speech, hearing, comprehension, and reasoning. Benefits and Perks
