Senior Specialist, Emergency Management
Buckeye Partners is seeking a Senior Specialist, Emergency Management with experience in building, leading, and maintaining emergency response programs, protocols, and documentation, as well as leading and supporting drill and live emergency situations.
Role Summary The Sr. Specialist, Emergency Management will provide necessary support to field operations personnel and regulatory inspections, develop and lead emergency management programs, drills, and training, and advance Emergency Management Program initiatives.
Essential Duties & Responsibilities
Emergency Response: Provide support for all tiered response activities, offering technical and organizational assistance to the Incident Management Team.
Drills and Exercises: Develop and lead a multiyear exercise program, oversee planning and execution of Buckeye’s emergency preparedness exercises using NPREP guidelines, facilitate after-action/lessons learned conferences, and track corrective actions.
E‑Plans & Audits: Manage company E‑Plans (SPCC, ERP, FRP, ICP, and DOM) to ensure timely review/revisions, train asset teams on applicable plans, and assist with the Corporate ER audit process for regulatory compliance.
Federal, State and Local Agencies: Interact with agencies to ensure compliance with emergency preparedness requirements for each facility.
Training and Support: Coordinate, participate in, or lead terminal/pipeline emergency response training (spills, fire, medical, HAZMAT), develop emergency preparedness job aids, and standardize training across the organization.
Community and Industry Participation: Represent Buckeye in area committee meetings, regional response teams, and the ER Liaison Program, building and maintaining a network of industry, agency, and consultant contacts.
Position Requirements
Bachelor’s degree in Engineering, Health and Safety, or related field is required.
BS in Emergency Management is preferred.
Minimum 7 years of experience in a Health, Safety, or Emergency related role.
Good working knowledge of NIMS/ICS, DOT, MTSA, PHMSA regulations and guidelines.
Travel: Up to 60%.
Certificates & Licenses
Certifications helpful: CSP, CIH, OSHT, CHMM, REM, COHN.

Maintain regular, punctual attendance as required by ADA, FMLA, and other standards.

May require exposure to hazardous environments and use of a respirator.
Occasional light physical activity (e.g., moving inside the office to access file cabinets).
Continuous use of computer and office productivity equipment.
Effective communication with others required.
Comfortable working near open water.
