Job Overview Client is seeking an experienced
Strategic Planning Consultant
to lead the development of a
comprehensive Child Health Strategic Plan . This role will oversee the full strategic planning lifecycle—from assessment and stakeholder engagement to final delivery—creating a multi-year roadmap to improve child health outcomes across Tennessee. The ideal candidate will bring strong expertise in public health, particularly child health, along with exceptional strategic planning and stakeholder engagement capabilities.
Key Responsibilities Lead and manage the end-to-end strategic planning process for child health initiatives. Conduct a comprehensive review and crosswalk of child health priorities from local, state, and national sources (e.g., TN Title V Block Grant, American Academy of Pediatrics, Zero-to-Three). Collect and analyze Tennessee-specific child health data and metrics. Facilitate stakeholder engagement through surveys, focus groups, listening sessions, and presentations. Identify strategic priorities, measurable goals, and implementation pathways. Develop a multi-year Child Health Strategic Plan with actionable goals and strategies. Create an implementation roadmap including timelines, partnerships, resources, and evaluation metrics. Prepare detailed reports including narratives, data visualizations, and recommendations. Present findings, drafts, and final plans to leadership and stakeholders.
Minimum Qualifications Bachelor’s degree from an accredited institution. Minimum 5+ years of progressively responsible experience in public health program work. At least 2 years of supervisory or statewide program oversight experience.
Substitutions: Graduate coursework in business or health-related fields may substitute for experience (year-for-year). Additional relevant professional experience may substitute for education (up to 4 years).
Required Skills & Experience 5+ years of experience in strategic planning, public health program development, or health systems planning. Background in child health, maternal & child health, or community health. Strong stakeholder engagement and facilitation skills. Ability to analyze and synthesize complex data into actionable insights. Excellent written communication and documentation skills. Strong project management and independent execution capabilities.
Preferred Qualifications Advanced degree (MPH, MHA, MSW, or related field). Experience working with state public health agencies. Familiarity with Tennessee child health systems or similar environments. Experience with data-driven planning and evaluation frameworks. Knowledge of child health policies at local, state, and federal levels.
