
Child Development Center Director (Med/Large)

Summary
Purpose: administer a center-based, developmentally appropriate early childhood program for children of eligible patrons. Administration includes direction and operation of a large (200+) CDC. Services include full‑time child development programs for ages 6 weeks through 12 years, emergency care, special‑needs care, developmental assessments, and extensive staff training and parent education programs.
Duties Program Management
Applies professional knowledge of child development principles to supervise the CDC’s developmental programming.
Ensures implementation of a developmentally appropriate program that promotes the social, emotional, physical and cognitive growth of children.
Provides program oversight and accountability for employee performance and child safety in accordance with DoD, DoN, and local policies.
Recommends modifications to high‑level program goals and interprets child development philosophy and DoN policies based on patron needs and program evaluation.
Develops, implements, and analyzes surveys and needs assessments of staff and patrons.
Collects and maintains up‑to‑date statistical data for planning and reporting to maximize space use and meet the needs of command personnel.
Manges liaison with local institutions and community organizations to stay abreast of trends.
Interacts professionally with employees, parents, volunteers, and local installation command personnel.
Participates actively and positively in managing and resolving issues with parents, volunteers, and/or employees.
Budgeting and Financial Management
Develops integrated budget input and conducts analysis of budget variances.
Prepares justification for funding of program resources, repairs, and maintenance.
Oversees collection, accurate accounting, and reporting of funds received from patrons.
Ensures compliance with all regulations governing the use of appropriated and non‑appropriated funds.
Adheres to authorized methods of acquisition.
Personnel Management
Supervises employees and volunteers.
Initiates and implements all personnel actions, ensuring selection, assignments, training, promotions, disciplinary actions, and recognition.
Supports and carries out all established EEO objectives and policies.
Ensures all employees follow safety, health, and risk management policies.
Oversees development of a staffing schedule and coordinates use of employees across CY programs.
Establishes local performance standards and evaluates performance.
Provides clear guidance on compliance with standards and directives.
Receives and resolves complaints related to personnel and takes disciplinary action as necessary.
Works collaboratively with the Training and Curriculum Specialist to identify training needs.
Ensures training is competency‑based, tied to career progression, and encourages higher education.
Program Operations
Provides input into development of CYP SOPs.
Collaborates with other CYP Directors to establish a combined Parent Involvement Board.
Provides input into employee and parent handbooks and ensures their distribution.
Ensures program spaces are fully utilized.
Collaborates with the Central Waiting List manager to fill vacancies quickly.
Compliance
Ensures compliance with DoN, DoD, MCCA, and NAEYC standards.
Ensures development and implementation of the established curriculum.
Maintains compliance with child abuse and neglect reporting requirements.
Ensures compliance with USDA Child and Adult Care Food Program (CACFP) and provides nutritionally balanced meals.
Additional Responsibilities
Serves as a mandatory reporter to Family Advocacy and Child Protective Services.
Additional duties will be provided at the time of hire.
Requirements
Must successfully pass the E‑Verify employment verification check.
Must pass a pre‑employment physical, provide evidence of immunization, be free of communicable diseases, and obtain appropriate immunizations.
Must obtain and maintain appropriate security clearance.
Position is subject to pre‑employment and random drug testing. A positive test may result in removal.
Must complete required training certificates and maintain certifications/credentials required by Federal, State, and/or national accreditation institutions.
Qualifications
4 years of full‑time experience working with children and/or youth and appropriate education OR a combination of education and experience.
Knowledge of principles of child development and designing and managing a complex program that includes safety, security, disease prevention, employee training, developmentally appropriate activities, parent involvement, and facility management.
Knowledge of DoD, DoN, local, and state regulations, instructions, and procedures pertaining to military child care.
Knowledge of federal and state laws governing detection and prevention of child abuse and/or neglect.
Knowledge of facility design, functional use, and maintenance concepts pertaining to military child care.
Knowledge of financial management, budgeting, and purchasing as it pertains to a child development program.
Preferred: experience working with military families and understanding of military lifestyles.
Ability to supervise others, exercise sound business skills, and provide positive personnel management.
Ability to communicate effectively in English, orally and in writing, with strong interpersonal communication skills.
Education A bachelor’s degree in Early Childhood Education (ECE), Child Development, Elementary Education, Special Education (concentration in ECE), Home Economics (early childhood emphasis), Child Care Administration or a related field, and four years of full‑time experience working with children and/or youth.
OR a combination of education and experience; education must include courses in a child‑related field and total minimum of 24 higher‑level semester hours. Four years of full‑time experience working with children and/or youth is required.
