
Civil Superintendent

Quality Enterprises’ Superintendent is responsible for overseeing field operations for heavy civil projects with a focus on earthwork, underground utilities, and aviation infrastructure (airports, runways, taxiways, and aprons). This role ensures projects are completed safely, on schedule, within budget, and in compliance with all specifications and regulatory requirements.
Key Responsibilities Project Execution & Field Oversight
Manage day-to-day field operations for earthwork, grading, excavation, and utility installation.
Supervise construction of aviation-related infrastructure, including runways, taxiways, drainage systems, and airfield improvements.
Coordinate subcontractors, suppliers, and internal crews to maintain workflow and productivity.
Interpret and execute plans, specifications, and shop drawings accurately.
Scheduling & Planning
Develop and maintain short-term and long-term project schedules.
Sequence work activities to maximize efficiency and minimize delays.
Collaborate with Project Managers to adjust schedules based on site conditions and project needs.
Safety & Compliance
Enforce company safety policies and OSHA regulations.
Conduct daily safety meetings, site inspections, and hazard assessments.
Ensure compliance with FAA, local, state, and federal regulations for aviation projects.
Quality Control
Ensure all work meets project specifications, engineering standards, and quality benchmarks.
Coordinate inspections, testing, and documentation (compaction, concrete, utilities, etc.).
Identify and resolve construction issues proactively.
Team Leadership
Lead, mentor, and manage field personnel, foremen, and crews.
Foster a productive, accountable, and safety-focused work environment.
Assist in workforce planning, training, and performance management.
Cost Control & Reporting
Monitor labor, equipment, and material usage to stay within budget.
Track production rates and identify cost-saving opportunities.
Provide daily reports, progress updates, and documentation to project management.
Client & Stakeholder Coordination
Communicate effectively with owners, engineers, inspectors, and airport authorities.
Represent the company in meetings and maintain strong professional relationships.
Qualifications Education & Experience
High school diploma required; Associate’s or bachelor’s degree in construction management, civil engineering, or related field preferred.
2+ years of experience in heavy civil construction, with emphasis on earthwork, underground utilities, and/or aviation projects.
Proven experience supervising civil construction projects.
Preferred Certifications
U.S. Army Corps of Engineers CQM Certification
SC Certified Erosion Prevention and Sediment Control Inspector (CEPSCI)
SC Certified Flagger, Traffic Control
Technical Skills
Strong knowledge of grading, excavation, drainage, and utility installation.
Familiarity with FAA standards and airport construction practices preferred.
Ability to read and interpret blueprints, plans, and specifications.
Proficiency with construction management software (e.g., Procore, HCSS, or similar).
Leadership & Communication
Strong leadership and team management skills.
Excellent problem-solving and decision-making abilities.
Effective communication with diverse teams and stakeholders.
Working Conditions
Primarily field-based with exposure to varying weather conditions.
May require extended hours, weekends, and travel depending on project location.
Work in active construction and aviation environments with strict safety protocols.
