Environmental Protection Specialist I - Dredge & Fill Protection Unit - 2644.

Overview This position is located in the Clean Water Compliance and Enforcement Section, Dredge and Fill Protection Unit. The role supports implementation of HB24‑1379 regulating dredge & fill activities in state waters and managing authorizations, compliance audits, and field inspections related to the Water Quality Control Act and related permits.

Responsibilities

Develop, issue, and manage dredge & fill authorizations and related mitigation requirements.

Serve as point of contact for questions and guidance on dredge & fill activities.

Conduct desk audits or inspections to investigate compliance with the Colorado Water Quality Control Act, Regulation 87.

Assist with technical aspects of program implementation and determine appropriate authorization pathways.

Minimum Qualifications

Five (5) years of water quality or related experience; OR

Bachelor’s degree in biology, chemistry, environmental science, geology, environmental engineering, hydrology, watershed science or closely related field plus one year of water‑quality experience; OR

Graduate degree in a related field substituting for the bachelor’s degree and one year of experience.

Preferred Qualifications & Essential Competencies

Experience developing Section 404 Clean Water Act, NPDES or CDPS permits.

Experience evaluating compliance with Clean Water Act requirements and existing permits.

Experience conducting field work related to dredge & fill or construction activities.

Experience with compensatory mitigation assessments.

Experience interpreting federal and state regulations related to dredge & fill, NPDES or CDPS permits.

Excellent written and oral communication, critical thinking, conflict resolution, and decision‑making skills.

Conditions of Employment
