
Energy Analyst I

The Energy Analyst I develops knowledge of the District Engineering Department standards, practices, and infrastructure facility operations, as well as skills related to energy management, energy portfolio procurement, energy market trends, invoice auditing, forecasting, risk analysis, and reporting. They will be effective at research and analysis and presenting results to technical and non-technical audiences. They will collaborate on multidisciplinary teams, perform routine technical work, manage models and software, and analyze data related to energy use and communicate information to technical and non-technical audiences.

Develop knowledge of ERCOT energy market
Monitor and audit electrical invoices
Produce organized and informative analyses and documentation under the direction of Energy Manager or senior staff
Will apply critical thought, attention to detail and problem‑solving skills to support the mission of and strategic objectives of a large‑scale water supply utility
Complete annual regulatory reports for TCEQ, SECO, EIA, and others under the direction of Energy Manager
Assist in modeling energy demand and energy market risk for operations and planning under direction of senior staff
Utilize with PowerBI, SQL, Jupyter, and complex Excel spreadsheets for data analysis and reporting
Research new topics adjacent to primary job functions and report applicability, impacts, strengths, weaknesses, etc. under direction of senior staff
Use District software and tools and provide feedback for improvement of tools and processes
Monitor routine and critical processes and workflows and elevate issues when found
Must be able to scale from the micro to the macro and comprehend large systems with multivariant objectives
Support optimization initiatives and best practices, including advancing digital initiatives and process improvements
Assist in historical analysis and back casting
Develop familiarity with strategic District levels of service
Continuous improvement monitoring and innovation efforts
Perform other duties as required
Required Experience
Less than one (1) year related experience
Experience with data analysis and reporting using quantitative tools and applications such as PowerBI, SQL, Jupyter
Strong written and verbal communication skills such as writing clear emails and reports, making complex ideas accessible to different audiences (technical and non‑technical), and editing the writing of others to ensure accuracy
Desired Experience
ERCOT Market:
Experience in the ERCOT market, PUCT regulated and deregulated electric providers
Experience electric tariffs and charges for small, large, and transmission voltage service, 4CP, NCP, RTSPP, Ancillary Services, Energy, and Admin charges
Energy portfolio risk analysis and procurement, such as quantification and regular reporting of metrics, forward curve analysis, and executive reporting
Electric Tariffs/Billing:
Experience with commercial electricity service, REPs, TDSPs, and regulated providers, including administrative actions such as service changes, clearances, outages
Understanding electric tariffs and charges for small, large, and transmission voltage service, 4CP, NCP, RTSPP, Ancillary Services, Energy, and Admin charges
Modeling, Analysis, and Forecasting:
Experience with time series data, especially experience with SCADA systems, NWS, ERCOT, USGS, and similar sources
Experience with modeling, forecasting, multivariate analysis
Required Education/Certification/License
Bachelor’s Degree in a field of study that includes analytic discipline and/or data analysis such as, but not limited to, business, finance, mathematics, economics, engineering, computer science
May substitute any combination of related education, experience, and certifications directly related to energy commodity or systems analysis that will result in a candidate successfully performing the essential functions of the job for the degree requirement
Desired Education/Certification/License
Master’s Degree in a field of study that includes analytic discipline and/or data analysis such as, but not limited to, business, finance, mathematics, economics, engineering, computer science
