
Director of Parks, Recreation and Culture

General Summary
This position is responsible for the development and supervision of recreational programs and activities for park areas and other recreational facilities. This includes diverse recreational, leisure, sports and instructional programs provided to the public under the supervision and control of the Director. Operations of parks, play areas, and a community recreational center are also the responsibility of this position. All recreational and park functions are delegated to this position with considerable latitude allowed in the direction, planning and control of programs and facilities.
Supervision Received & Exercised Exercises supervisory authority over all Parks, Recreation and Culture department personnel. This position is classified as an exempt, full‑time position.
Duties & Responsibilities
Plans, develops, maintains and supervises a comprehensive recreation program.
Manages proper and efficient operations of recreational facilities. Ensures the safe operation and maintenance of departmental equipment for the Parks.
Oversees the organization, development and improvement of recreational activities, sports programs and park events.
Oversees various financial tasks for the department as needed.
Oversees the maintenance and improvements of parks and other related park services.
Responsible for planning, coordinating, and overseeing departmental capital projects to ensure they are delivered within budget and project timeline.
Encourages the creation and implementation of new techniques, approaches and activities which better meet the needs of the citizens.
Performs administrative duties in compliance with City rules and procedures required for the department's proper operation.
Prepares annual budget for submission; executes techniques for monitoring budget expenditures.
Maintains the records according to prescribed record‑keeping practices; reviews practices and implements changes as needed.
Attends department head meetings, prepares agenda items, and provides supporting documentation as needed.
Makes presentations to City Commission, advisory boards, and the general public.
Oversees the preparation of reports, schedules, and documents as required for departmental operation.
Provides support to the City Manager, City Commission, and Board Committee members.
Keeps up to date on all state and local requirements for protecting children and implements them properly to ensure their safety.
Performs all other duties as required.
Minimum Qualifications Required
Bachelor’s degree in Parks and Recreation or related discipline.
Seven (7) to ten (10) years of progressively responsible experience in the parks and recreation field, to include five (5) years in a supervisory capacity required.
Membership in the National Recreation and Parks Association (NRPA) or the Florida Recreation and Parks Association (FRPA) preferred.
Must possess a valid State of Florida driver’s license with an acceptable driving record.
Successful completion of pre‑employment background screening process.
Knowledge, Skills & Abilities
Extensive knowledge of the philosophy of recreation and appreciation of the activities which make up the community recreation program.
Extensive knowledge of the principles, rules and equipment requirements of various recreational activities.
Ability to develop community participation and interest in recreation activities through an active and ongoing public relations program.
Ability to compile and maintain complex records and prepare reports.
Knowledge of the methods and procedures for maintaining inventory control of supplies and equipment.
Ability to supervise employees is conducive to full performance and high morale.
Knowledge of the care and maintenance requirements of recreational facilities.
Ability to establish and maintain effective working relationships with other employees, city officials and the public.
Skills in Microsoft Office products.
Ability to develop and interpret budgets, contracts, proposals and financial reports.
