The Business Relations Program Director is responsible for managing the Business and Community Relations program areas of DVS. This position manages the oversight, maintenance and enhancements to the MNDRIVE system, project management, and Deputy Support teams at DVS. It defines and guides the planning and coordination for implementing strategic goals and objectives in DVS’ business and operational procedures. In addition, this position is responsible for fostering collaboration and building relationships with our business partners, while balancing accountability and the regulatory functions of this program area.
This position provides structure, organizational management, business representation, and service to the division on critical communication and service delivery systems. This position works collaboratively and closely with the other Division Program Directors. Additionally, this position will promote collaboration and teamwork across all internal teams including other divisions, MN.IT@DPS, and MN.IT Central.
This position promotes good stewardship of state resources, balances operational efficiency, and standardization with flexibility and customer service.
In addition, this position will provide direct oversight to service units within the division. This position will negotiate relevant business service level agreements with all customers and be responsible for ensuring individual unit performances deliver on agreed goals. This oversight will include employees represented by MMA, MAPE, and AFSCME.

Qualifications Minimum Qualifications
Five* years of advanced experience consulting with senior leadership and performing Business Analysis, Testing, Project or Product Management, and Customer Relationship Management.
AND
Two years supervisory and/or managerial experience demonstrating leadership, organizational and interpersonal abilities to direct, develop and engage, hire, discipline and reward staff.
The above experience must include:
Demonstrated ability to work under pressure and effectively manage time with strong organizational skills.
Proven ability to collaborate, work effectively as part of a team and establish and maintain working relationships with all levels of business customers, technology staff and other internal and external stakeholders.
Ability to read and interpret laws, regulations, and procedural documents.
Experience and/or education in conflict resolution and resolving critical issues
Ability to communicate clearly, present complex information to users in a comprehensive style, translate business information to technical stakeholders and translate technical and system information to non‑technical stakeholders
Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.
*Bachelor’s degree in a closely related field may substitute for one year of required experience, Master’s degree or higher in a closely related field may substitute for two years of required experience
Preferred Qualifications
Supervisory experience in a union or public sector environment.
Knowledge of Minnesota Department of Public Safety – Driver and Vehicle Services business functions, operations, and systems.
Experience managing a business systems and operational support workforce.
Experience in process improvement and change management.
Experience managing performance, mentoring, coaching, and training staff in Business Analysis, Testing, IT Project or Product Management and Customer Relationship Management.
Demonstrated problem‑solving skills in problem definition, information gathering and research, alternative analysis, applying creative solutions to unique and/or immediate problems, and appropriate resolution implementation.
Strong analytical skills involving data analysis and management including using metrics and analytics to drive decisions.
Experience working with multiple methodologies including working on an agile project/team.
Agile/Scrum training, Certified Scrum Master and/or Certified Product Owner.
Bachelor’s or master’s Degree with a major in information technology, business administration, public administration, management or other related area.
Physical Requirements Requires occasionally moving and transporting such articles as file folders and small tools. May need to maintain a stationary position for long periods of time while carrying out job duties.
