Position Summary
The Director, Administration and Timekeeping position is accountable for directing all administrative activities for the Maintenance, Support and Engineering Division. In addition, the position is responsible for overseeing the payroll and timekeeping functions for over 800 hourly and supervisory employees in the UTS Timekeeping System. Accountable for the timely & accurate submission, distribution & problem resolution of the Maintenance, Support & Engineering Payroll. Conducts internal payroll audits on various absences. Supervise Timekeeping staff. Directs the implementation of employee availability monitoring and improvement of overall availability for the Maintenance, Support and Engineering Division. Provides internal labor relations functions and grievance resolution. Manages, tracks, and implements Random Drug Testing (RDT) program. Manages labor, material, and overtime budgets for bus Maintenance, Support and Engineering Division. Provides full-service administration functions such as retirements, promotional evaluations, new hire onboarding, FYI network, disciplinary proceedings, dismissal, resignation, and staff training and development for all staffing levels. Ensure adherence to Family and Medical Leave (FMLA) policies & procedures, track approvals, denials & report on usage.
Responsibilities
Directs, monitor, and coordinate timekeeping and UTS computerized payroll functions for the Maintenance, Support and Engineering Division, and Central Road Service (CRS) employees. Liaison for the KRONOS timekeeping system. Oversees the developments and implementation of timekeeping and payroll processes to improve accuracy and functionality. Manage all pay adjustments, ensure correct payments, and meet payroll transmittal deadline for hourly & supervisory employees. Conducts and oversees internal audits and internal controls and ensure compliance with policies and regulations.
Provides full-service administration functions such as retirements, promotional evaluations, new hire onboarding, FYI network, disciplinary proceedings, dismissal, resignation and staff training and development for all staffing levels. Conducts audits of payroll process & administrative tasks. Directs the analysis and preparation of all required statistical and other related reports used to analyze trends in overtime usage, absenteeism, and employee availability.
Acts as Labor Relations liaison for the Maintenance, Support and Engineering Division. Reviews and investigates disciplinary charges and contract grievances. Provides guidance and interpretation on applicable Collective Bargaining Agreements (CBAs).
Directs the implementation of employee availability monitoring and improvement of overall availability for the Maintenance, Support and Engineering Division. Manages labor, material, and overtime budgets.
Acts as Work Partners liaison for the FMLA. Ensure employees adhere to Company’s attendance policy. Manages, tracks, and implements Random Drug Testing (RDT) program for all Hourly & Supervisory employees for the Maintenance, Support & Engineering Division. Acts as an HR Liaison for various Human Resource and administrative functions.
Education and Experience
A Baccalaureate Degree from an accredited college in Business Administration.
Eight (8) years of related experience, and four (4) years which must have been in a managerial/supervisory role.
A satisfactory equivalent of education and experience may be considered in lieu of a degree.
Desired Skills
Extensive knowledge of payroll and timekeeping systems (e.g., UTS or comparable workforce management systems) with demonstrated ability to ensure accurate and timely payroll processing for large employee populations.
Ability to supervise and develop administrative and timekeeping staff, ensuring accountability, accuracy, and adherence to established procedures.
Experience managing and monitoring employee availability, attendance trends, and workforce utilization.
Ability to conduct payroll and attendance audits/internal controls, identify discrepancies, and implement corrective actions to ensure compliance.
