Multimedia/Audio-Visual Technician

Non-exempt (over-time and/or compensatory time eligible); full-time; 40 hours per week; primarily Monday - Friday; varied schedule including some evenings and weekends; partial teleworking schedule may be available in accordance with Division policies; full benefits
The Frederick County Office of Communications & Public Engagement has an opening for a full-time bilingual Multimedia/Audio-Visual Technician. This individual will work with our Multimedia Services team to produce original stories/packages that will broadcast and stream on FCGTV's media outlets. This position will write, shoot, and post-produce segments in both English and Spanish to air, as well as direct live Frederick County Government proceedings and services. Supervision is received from the Multimedia Services Supervisor; direction is received from the Director and Assistant Director of Communications & Public Engagement. NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate, with limited exception.

Essential Duties and Job Responsibilities

Produce video content in English and Spanish for multiple viewing platforms
Stay informed of current Frederick County Government events
Operate cameras, video recorders, character generators, audio boards, switchers, routers, and lighting equipment
Direct live televised meetings
Edit recorded programs
Write and develop scripts in English and Spanish for segment and PSAs
Translate English captions into Spanish
Record voice-overs with the potential for on air appearances
Assist in the design and implementation of graphic images
Assist with various studio and field production work, including the use of drones
Assist with the program schedule
Assist County staff with hearing room equipment
As needed, drive county vehicle to offsite broadcasts
Perform other related duties as required
Qualifications and Requirements

Associate's degree in communications, public relations, journalism, or a related field
Minimum 2 years experience in audiovisual support, media services, information technology support, or a related technical field
Possession of a valid driver's license
Substitutions for the above-listed required education and experience are a high school diploma and 4 years work experience as described above, or a Bachelor's degree in the required field of study. Additional required or preferred qualifications may apply based on operational needs, as approved by Human Resources
KNOWLEDGE, SKILLS AND ABILITIES: A successful incumbent operating in this role displays the following:
Ability to maintain County Authorized Driver privileges
Ability to speak and write Spanish fluently, and to translate from English to Spanish
Basic skills in Adobe Premiere or similar video editing software
Knowledge of the proper use and maintenance of video, recording, editing and audio equipment
Knowledge of industry standard production methods and procedures
Ability to develop story ideas and gather information
Ability to effectively function as a team member, organize work and determine priorities, and complete assigned duties with minimal supervision
Ability to develop and maintain effective working relationships with co-workers, elected officials and the general public
PREFERNECE MAY BE GIVEN FOR:
Experience in video editing using Adobe Premiere Pro
Experience using DSLR, Camcorders, ENG, or Cinema style cameras
Experience in a live broadcast control room environment
Experience designing graphics/animation for video broadcast
Spanish fluency, with the ability to translate from English to Spanish
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS:
While working in this position, the employee is required to constantly sit; frequently walk, perform repetitive motions and drive; occasionally climb, lift up to 50 pounds and reach; and rarely push up to 40 pounds
While working in this position, the employee is required to frequently work indoors and outdoors
