Specialist, Organization Communication

Contract Term: 12 months

Objective: Develop documentation supporting analysis of the enterprise's current and desired future state. Understand stakeholder communication and collaboration needs. Identify change-related activities to be included in proposed change strategy. Assess limitations, alternatives, make recommendations, evaluate implications, and provide strong justification for why a particular change strategy is the best approach. Describe identified risks and exposure of each risk. Document resources required to work toward the future state and provide an enterprise readiness assessment. Define transition states and release planning with the Project Manager. Utilize solution scope as a boundary to guiding change and support the project team in validating any change in requirements on the path to gaining enterprise consensus.
Typical Tasks:
Responsible for interfacing with cross-functional leaders to determine (1) Project impacts on County business areas and (2) County business area impacts on the project.
Responsible for planning and leading the connection and integration of law enforcement agencies and justice users to the DEM.
Develop Organizational Change Management (OCM) plan, including stakeholder engagement and communications, to ensure stakeholders are aware, aligned, included, capable and ready for the change at the appropriate times during the project lifecycle.
Ensure all stakeholders at all levels are committed to the change.
Ensure that stakeholders have the knowledge, skills and abilities to use the new solution before the system goes live, ensure all stakeholders (especially system users) are prepared for the transition.
Work with PM to Integrate OCM tasks into the project schedule.
Work with project team to track issues, changes in requirements, and project scope.
Define and measure success metrics and monitor change progress.
The candidate is expected to keep detailed documentation of all work and provide frequent sharing sessions with technical and functional teams.
The scope of work requires the candidate to provide clear and easy to follow documentation of analysis work such as elicitation results, requirements validation, decision analysis, and organizational change strategy. The primary product will be an Organizational Change Management plan which supports total onboarding and training requirements of staff and partners over a sufficiently forecasted duration.
Required Skills and Abilities:
The candidate requires strong diplomacy and records management skills to support an IT system implementation for 2,000+ cross functional users in a decentralized, political environment. Familiarity with Justice and Law Enforcement Compliance, Decision Analysis, Business Capability Analysis, Solution and SWOT Analysis, Business Case Assessments, Benchmarking and Market Analysis, Estimation, Process & Organizational Modeling, Functional Decomposition, Performance Improvement, and proven implementation of Organizational Change Strategy are valued skills.
The candidate demonstrates solid foundations in elicitation, negotiation, and counter-party positioning.
The candidate may implement surveys, interviews, workshops, whiteboarding, and other communication techniques to facilitate understanding and gain consensus of proposed organizational changes amidst competing options and Knowledge of systems supporting cloud services, media indexing, information exchanges, and records management are a plus.
Training and Experience: Sufficient education, training, and experience to demonstrate the possession and direct application of the following knowledge and abilities. Possession of a Bachelor's degree from an accredited college. Master's degree preferred Certified Change Management Professional, CCMP preferred Leadership accolades preferred. 10 years' experience orchestrating change in a complex business and/or systems environment. 5+ years management experience; or any combination of equivalent education and experience which demonstrates (1) background in supporting change management within a predictive delivery methodology. (2) Proven ability to influence stakeholders and successfully support and communicate the decision-making process. (3) Strong presentation, verbal and written communication skills, with the ability to articulate complex ideas in easy-to-understand business terms to all stakeholder levels including senior leaders, subject matter experts, project team, operational support, regulators, and end-users.
On-Site Requirements: On-call help may be required.
