The Opportunity
The

Program Manager

will lead program and technology implementation and client relationships. You’ll guide agencies from initial strategy through launch and optimization.

You’ll be the trusted partner that governments rely on when accuracy, timing, and public trust matter most.

Key Responsibilities

Manage senior government stakeholder relationships and serve as a trusted advisor

Guide technical projects from discovery through launch, monitoring, and post-election evaluation

Ensure deliverables are on budget and on time.

Messaging & Campaign Development

Design and deploy SMS and Chatbot campaigns

Create clear, accessible, and nonpartisan messaging aligned with compliance requirements

Coordinate translations and accessibility best practices

Collaborate with clients to develop content calendars and outreach strategies

Technical & Data Operations

Manage secure data transfers and voter file integrations in compliance with security requirements

Configure messaging workflows and troubleshoot campaign execution issues

Partner with engineering and QA teams to ensure reliability during high-volume periods

Monitor engagement metrics and optimize campaigns based on performance data

Run product demos and support business development conversations

Translate client needs into product feedback and implementation improvementsvil

Support renewals and expansion opportunities

Help refine implementation playbooks and best practices

Qualifications
Required

5+ years experience in

election communications

with deep knowledge of voter file, election processes and calendar.

2+ years hands‑on experience with

SMS text campaigns

2+ years in senior management roles - director, deputy director, VP or C‑level

Strong client management skills working with senior stakeholders

Ability to manage sensitive data responsibly and follow structured processes

Comfortable running demos and presenting to government audiences

Strong organizational skills with the ability to manage multiple timelines simultaneously

Commitment to nonpartisan civic engagement and public service

Preferred

5+ years of project management, implementation, or program management roles

Background in civic tech, public sector technology, or nonprofit advocacy

Communications, advertising or digital marketing experience
