Communications Manager
City of Torrance is seeking strategic communications professionals to serve as Communications Managers for the City Manager’s Office and the Torrance Police Department. The role involves managing comprehensive internal and external communications, leading a team, and serving as the official Public Information Officer (PIO) for each department.

Position Overview
Communication Managers manage internal and external communications programs in each department. Responsibilities include developing citywide communication strategies, overseeing social media, digital communications, public access TV, government cable, media relations, emergency alerts, crisis communications, and serving as the official PIO.
Responsibilities
Plan, develop, and implement citywide communication strategies.
Lead and manage communications division and staff.
Coordinate social media, digital communications, public access TV programming, and cable operations.
Serve as official PIO and media spokesperson for City Manager’s Office.
Coordinate media relations, emergency alerts, and crisis communications.
Oversee communications strategy for Torrance Police Department: media relations, social media, public outreach.
Act as official spokesperson liaison for the Department and provide timely information.
Qualifications
Mandatory:
Five years of progressively responsible experience in public agency communications, media production, public information, broadcast operations, or related fields.
Two years in a supervisory or managerial role.
Valid California Class C Driver’s License.
FEMA I/CICS/NIMS training (ICS-100, 200, 300; IS-700, 800) required, or ability to obtain within 12 months.
Preferred:
PIO or Crisis Communications certification.
Strong leadership and staff management skills.
Expertise serving as media spokesperson or Public Information Officer.
Knowledge of crisis communication and emergency messaging practices.
Ability to work effectively with elected officials, City leadership, staff, community, and media.
Commitment to transparency, accessibility, and responsive public communication.
Compensation
Monthly Salary Range: $10,789 (Minimum) – $14,300 (Reference) – $16,444 (Maximum). Appointments typically made between the minimum and reference point, depending on qualifications.
