STRATEGIC PLANNING AND COMMUNICATIONS SPECIALIST

This position reports to the Director of the Strategic Initiative Office (SIG). It serves as a principal strategic planner and engagement advisor to the DeCA Director of the Strategic Initiative Office, informing and educating both internal and external audiences.

Qualifications
To qualify for the Strategic Planning and Communications Specialist, a candidate’s resume and supporting documentation must include:

Creditable specialized experience including: GS-13

Experience Requirements (GS-13)

Leading development of strategic plans aligning agency priorities with guidance.

Developing agency-wide communication products and senior leader messaging.

Advising leadership using performance data to identify gaps and recommend improvements.

Coordinating cross-directorate planning efforts to synchronize enterprise initiatives.

Executing change‑management and stakeholder‑engagement activities for major reforms.

Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.

For GS-13: You must have 52 weeks of Federal service at or equivalent to GS-12.

Time after competitive appointment: Current federal civilian employees must have completed at least 90 days of federal civilian service since being selected for a non‑temporary appointment from a competitive examination register of eligibles (an announcement opened to the public) or under a direct hire authority.
