This position is located in the Office of Communications and Outreach (OCO), located in Washington, DC. OCO is responsible for overall leadership for the Department in its communication and outreach activities. These activities are designed to engage the general public, including a wide variety of education, community, business, parent, student and other organizations, in the U.S. Department of Education's mission.

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-09, if you possess the specialized experience, education, or a combination of the two.

Specialized Experience for the GS-9
One year of experience in either federal or non-federal service that is equivalent to at least a GS-07 performing two (2) out of three (3) of the following duties or work assignments:

Experience drafting or distributing a range of communications for internal and external audiences to include content for social media, web, newsletter, fact sheet or text for graphics.

Experience identifying, tracking, and reporting on breaking news at local, state, or national levels.

Experience conducting research across a variety of topics and transforming information into clear, language for digital communications products.

OR

Education (see EDUCATION SECTION of the vacancy announcement)

OR

A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

Knowledge of digital communication best practices; writing content under tight constraints and pitching new creative concepts.

Skill in conducting research on topics to distill information in plain language digital communications products.

Knowledge of a wide range of duties involving oral and written communication principles, techniques, and methods.

Skill in web and social media to include tracking and producing content.
