Position Overview
DWES is hiring a Contract Compliance Supervisor who will plan, implement, and enforce a range of social equity and justice laws and policies on City contracts related to work wages, benefits, workforce hiring, procurement, and prevailing wage laws. The supervisor trains, evaluates, and supervises assigned staff, and performs related duties as assigned. Contract compliance supervisors are assigned to one of two areas: Business Inclusion or Labor Standards.

Responsibilities

Monitor compliance on complex contracts—including public works, professional services, development agreements, loan agreements, and public‑private partnerships—and work with contractors and developers to ensure all program requirements are met.

Supervise day‑to‑day operations of the DWES unit, including assigning and prioritizing work, reviewing quality and accuracy, coaching staff, and supporting ongoing professional development.

Oversee compliance activities to ensure programs are administered consistently, equitably, and in alignment with established policies and regulations.

Provide technical assistance, training, and clear guidance to City staff, contractors, developers, employers, job seekers, and community partners regarding program requirements, policies, and procedures.

Develop, maintain, and improve standard operating procedures to ensure alignment with program updates and legislative changes.

Prepare and present reports on compliance activities, trends, and outcomes to internal leadership, boards, and commissions as needed.

Lead outreach and engagement efforts to increase awareness of the City’s equity and justice programs and upcoming opportunities among diverse backgrounds.

Coordinate with City departments and external agencies to promote consistent program implementation and resolve compliance matters.

Qualifications

Four (4) years of progressively responsible experience in contract compliance, social equity/justice program administration, personnel, or a related field; at least one (1) year of lead or supervisory experience.

Bachelor’s degree in engineering, public administration, business administration, personnel, or a related field.

Experience with enforcement involving equal opportunity and nondiscrimination, workforce development, community and stakeholder engagement, research, and analysis.

Strong communication, strategic planning, proactive problem‑solving, organizational, and persuasive skills.

Ability to use data, Microsoft Office, and other software tools to support informed decision‑making.

Political acumen and ability to build consensus among diverse partners with competing interests.

Experience in program management and compliance with local business participation requirements and employment standards.

License or Certificate/Other Requirements
Individuals appointed to this position must maintain a valid California Driver’s License throughout the tenure of employment or be able to travel promptly to various locations as required.

Recruitment Process
This is an at‑will position exempt from the provisions of the City of Oakland Civil Service Rules (per Charter Section 902f). Exempt Limited Duration Employee (ELDE) positions may not exceed one year. Minimum qualification requirements may not result in further consideration; only the most qualified candidates will be contacted for interviews.

37.5‑hour work week

15 paid holidays

2 weeks per year minimum vacation (with additional accrual for public sector years of service)

Retirement: CalPERS (2.5% @ 55 for Classic members; 2% @ 62 for new members)
