Overview
The Speechwriter supports the Federal Agency by developing high-quality written communications for Agency leadership. This position is responsible for drafting speeches, congressional testimony, talking points, presentations, and other senior‑level communications that clearly articulate Agency's mission, priorities, and scientific achievements.

Working closely with Agency leadership, subject matter experts, and communications staff, the Speechwriter synthesizes complex scientific and policy information into compelling, accurate, and accessible narratives for a wide range of audiences, including Congress, academic institutions, scientific associations, and the broader public. The role requires strong editorial judgment, the ability to quickly absorb technical material, and the capacity to tailor messaging to diverse stakeholders.

Responsibilities

Draft speeches, talking points, remarks, presentations, internal communications, and messaging for Agency leadership.

Prepare congressional testimony, briefing materials, and remarks for appearances before congressional committees and other government forums.

Produce written communications that clearly convey Agency priorities, programs, and research impacts.

Synthesize information from internal and external sources into compelling narratives that communicate complex scientific research and policy topics.

Translate technical and scientific material into clear, engaging language appropriate for non‑technical audiences.
Identify and highlight key themes and messages that advance Agency’s mission and strategic priorities.

Tailor communications for diverse audiences including: members of Congress and congressional staff, scientific and professional associations, academic and research institutions, Federal agencies and policymakers, and public and stakeholder audiences.

Collaborate with leadership to ensure messaging is aligned with agency priorities and policy objectives.

Coordinate review and approval processes for leadership communications products.

Requirements
Minimum 5 years of professional speech writing experience for different audiences and purposes, including at least 3 years doing speech writing for science‑focused organizations.

Preferred Qualifications

Experience researching and fact checking through interviews with subject‑matter experts and program officials.
