U.S. Marine Management, LLC (USMMI) is providing support to the U.S. Army Pre-Positioned Stock Four (APS-4) Watercraft/Modular Causeway System (MCS) Care of Supplies In Storage (COSIS), Exercise and Maintenance program located at the Watercraft Equipment Base Yokohama North Dock (WEB-YND) in Yokohama, Japan, in order to support Military and Humanitarian actions worldwide.
Purpose/Summary:
The PP&P Specialist is responsible for performing proper Package, Packaging & Preservation requirements of all stored materials ensuring that products are protected during transportation, storage, and handling in the execution of the COSIS APS-4 Storge Facility and Vessel Storge requirements. The PP&P Specialist will use packing and packaging material, markings, processes and procedures in accordance with MIL-STD-2073-1E (Standard Practice for Military Packaging), MIL-STD-129 (Military Marking for Shipment and Storage), AR 740-1 (Storage and Supply Activity Operations), AR 740-26 (Physical Inventory Control), AR 740-3 (Stock Readiness), DOD Manual 4140.27, Volume 2 (DoD Shelf-Life Management Program: Materiel Quality Control Storage Standards), ASTM D3951 (Standard Practice for Commercial Packaging) and TM-38-470 (Storage And Maintenance of Army Prepositioned Stock Materiel) in order to ensure that materiel in storage (COEI/BII/OBSL/SKOs/OPSTOCK/PLL/TMDE/ War Stock/Push Packages) is maintained in ready-for-issue condition and to prevent uneconomic deterioration of materiel.
The PP&P Specialist shall be responsible to receive, inspect, inventory, preserve, pack, and store repair parts, OPSTOCK and materials identified for support of APS-4 COSIS Operations. The PP&P Specialist will work with the Supply Department to ensure all vessel COEI, BII, OBSL, SKOs, TMDE, Special Tools and associated equipment is properly preserved, packed, labeled and stored so as to be ready for vessel stockage requirements and entry into the COSIS program. The PP&P Specialist will ensure that incoming material to the storage facility is visually inspected, validate packaging status and execute the repackaging of OPSTOCK stored in the storage facility, Vessel COEI, BII, OBSL, SKOs, TMDE, Special Tools and associated equipment as required to ensure material is properly preserved and packaged.
Key Responsibilities:
Responsible to the Senior Supply Supervisor for ensuring that all products are packaged according to company standards and meet quality control requirements.
Responsible for reading and interpreting product specifications to ensure that the correct packaging materials are used
Responsible for assembling and packing products in boxes or other containers, ensuring that they are packed safely and efficiently
Responsible for inspecting products for defects or damage and reporting any issues to the Senior Supply Specialist for further action
Responsible for ensuring labeling and marking packages with appropriate information such as weight, destination, and shipping information
Required to ensure Adherence to Safety Protocols: Crucial for maintaining a safe working environment, handling machinery, and managing materials to prevent injuries and accidents.
Responsible for verifying pouch and packages are correct for the storage of parts, materials and supplies ensuring item storage codes and labels are correct as well as the correct counts per box and case.
Responsible to ensure all HAZMAT, dangerous, hazardous, or restricted materials must be clearly identified and properly described, packaged, marked, and labelled in accordance with the dangerous goods regulations.
Responsible to ensure items of equipment and materials, packages are conspicuously marked with "Fragile", "Handle with Care", "Right Side Up", "Keep Dry", etc., in English and with the appropriate international standard symbols, to prevent possible damage.
Perform upload of material data into the Global Combat Support System Army (GCSS-Army) database, provide packaging job sheets from GCSS-Army for maintenance tasks, and perform management of stockage location within GCSS-Army
Will perform tasks as requested and when requested by the General Manager or the Senior Supply Supervisor COSIS in support of COSIS operations that may be outside of normal daily requirements
Perform additional duties and achieve additional certifications in support of COSIS Operations as requested and appointed by the COSIS General Manager
Position Specifications:
Education and Experience
Minimum of 3+ years of experience in package, packaging design, development, and preservation techniques in storage requirements for parts, materials and supplies.
Proficient in printing processes, labeling requirements, and regulatory standards.
Preferred candidate possesses experience in the application and use of the GCSS-Army database operational system and applications and use of internal storage management modules
Technical Skills and Competencies Required
MS Office Suite (Word, PowerPoint, Excel), MS Outlook, web applications, and document publishing applications (preferable)
Excellent written and oral communication skills, and he/she must be adaptive and flexible in meeting the needs of the business.
Safety Procedures: Understanding and following lockout/tagout procedures, emergency stops, and personal protective equipment (PPE) guidelines.
Inventory Management: Basic understanding of tracking raw materials and finished goods, often involving scanning or data entry.
Pallet Jack/Forklift Operation: Safe operation of powered industrial trucks for moving materials.
Basic Machine Troubleshooting: Identifying and addressing common issues like jams, misfeeds, or sensor errors to minimize line stoppages.
Material Handling: Safely loading and unloading packaging materials and finished packaged products.
Measurement and Calibration: Using tools like calipers, scales, and rulers to ensure packaging dimensions are accurate.
Documentation and Record-Keeping: Completing production logs, quality checklists
Machine Operation: Ability to set up, operate, and monitor packaging machinery (e.g., fillers, sealers, labelers, cartoners, palletizers).
Quality Control Checks: Performing visual inspections, weight checks, and seal integrity tests on packaged products to meet specifications.
Supports commitment to safety and other selected company standards and certifications
