Job Overview
The Director of Capture is responsible for driving the end-to-end capture process for opportunities within the Base Operating Support (BOS), Tech Services, and Construction business lines. This includes managing the opportunity pipeline, developing capture strategies, and ensuring successful proposal submissions to increase overall revenue, margin, and profitability. The Director will lead three pools of capture employees and collaborate across business development and operations teams to convert high-value opportunities into contract wins. The goal is to contribute to CGS’s growth by ensuring that capture teams are well-aligned, efficient, and focused on winning contracts that support the company’s strategic objectives.

Essential Job Duties

Lead and manage capture efforts across Base Operating Support, Tech Services, Training, Education, and Professional Services, and Construction sectors, focusing on driving growth through successful capture strategies.

Develop and implement capture plans for each sector, guiding opportunities through the pipeline from identification to winning proposal.

Oversee the creation of win strategies, competitive analysis, and solution development for targeted opportunities.

Monitor the opportunity pipeline and adjust strategies as necessary to maximize win rates and ensure the growth funnel is continually filled with high-value prospects.

Collaborate with Business Development, Operations, and Proposal teams to ensure seamless execution of capture efforts.

Provide leadership to capture teams, mentoring staff, and ensuring teams have the necessary tools, resources, and guidance to be successful.

Conduct regular pipeline reviews with sector leads, ensuring each opportunity is being properly developed and advanced toward proposal submission.

Oversee color reviews, pricing strategies, and ensure compliance with customer requirements to increase the probability of win.

Engage with senior leadership to report on capture progress, providing regular updates on pipeline health, win/loss metrics, and strategic adjustments.

Lead post-proposal debriefs and lessons learned, continuously improving the capture process for future opportunities.

Ensure all capture efforts are aligned with CGS’s long‑term strategic objectives for revenue and profit growth.

Job Requirements
Mandatory:

Bachelor’s degree in Business, or a related field.

10+ years of experience in capture management or business development in the government contracting sector.

Proven track record of successfully capturing large, complex contracts within Base Operating Support, Tech Services, or Construction.

Deep understanding of government procurement processes, including FAR/DFARS regulations and proposal development.

Demonstrated experience leading capture teams, with the ability to manage multiple opportunities simultaneously.

Strong strategic thinking, problem‑solving, and leadership skills.

Excellent communication and interpersonal skills with the ability to engage effectively with senior leadership and external stakeholders.

Ability to travel as required to support capture efforts and attend industry events.
