PROGRAM SUPERVISOR, INDEPENDENT LIVING OLDER BLIND
Job Location: Division of Employment and Rehabilitation Services (DERS), Rehabilitation Services Administration (RSA), 3443 North Central Avenue, Phoenix, AZ 85012.

Salary: $58,299.90 - $67,567.00 annually. Grade: 22. Closing Date: Open until sufficient resumes are received.

Job Summary
We are looking for an experienced and highly motivated individual to join our team as a Program Supervisor, Independent Living Older Blind (ILOB) with the Rehabilitation Services Administration (RSA). This position is responsible for providing direct supervision to ILOB staff, including hiring, training, coaching, evaluating, and performing disciplinary action when necessary. The position monitors case management practices to ensure compliance with RSA policies and procedures; reviews and approves ILOB client cases; conducts quality assurance reviews; represents RSA in the community and on boards, committees, and work groups; facilitates unit team meetings and case staffing and assigns workloads. The position also completes unit reports and analyzes case management reports to determine a course of action. The role serves in a hybrid work environment, with a minimum of 2 days per week in the office/hoteling, and may be available for remote work within Arizona.

Job Duties

Provide supervision and oversight of ILOB staff. Responsible for personnel functions including hiring, staffing, coaching, mentoring, evaluating, and training.

Monitor and review documentation and instructor‑led teaching practices to ensure compliance with RSA policy and procedure; review and approve client cases.

Complete unit reports; analyze and interpret documentation, instructor‑led teaching, performance reports and determine a course of action.

Represent RSA in community partnership/stakeholder meetings, forums, boards, committees, and work groups. Participate in public relations, community outreach, and respond to program inquiries.

Respond to and research client inquiries and complaints from DES and other constituents.

Facilitate regular team meetings, discussions, and case staffing; assign workloads and duties.

Review cases for quality assurance through formal and informal case reviews.

Knowledge, Skills & Abilities (KSAs)

Knowledge in:

Federal and state laws and regulations for ILOB, teaching principles and practices, and reporting requirements.

Various disabilities and effective case management techniques.

Counseling techniques.

Effective management and supervisory techniques.

Skill in:

Leadership, problem solving, decision making, and negotiating.

Analyzing, evaluating, and interpreting data to implement solutions.Oral and written communication.

Ability to:

Work with a diverse group of stakeholders; prioritize tasks; provide leadership and team building; establish and maintain effective working relationships.

Selective Preferences

Master's degree in Rehabilitation Counseling or related field; plus one year experience, paid or unpaid, working with individuals with disabilities.

One year of supervisory or management experience.

CRCC ACVRP Certification including COMS, CVRT, CLVRT, CATIS or NBPCB certifications including NOMC, NCRTB, and NCATB preferred.

Pre‑Employment Requirements

Search of both the Child Protective Services Central Registry pursuant to A.R.S. 8‑804 and the Adult Protective Services Registry pursuant to A.R.S. 46‑459.

Valid Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41‑1758.07 in order to work with children and vulnerable adults.

Successful background and reference checks; employment contingent upon completion of the above process and reasonable accommodations.

Completion of the Electronic Employment Eligibility Verification Program (E‑Verify).

Travel required for State business; if driving is essential, current valid driver's license, required training, and insurance.

Retirement
State employees are required to participate in the Arizona State Retirement System (ASRS) and the Long‑Term Disability (LTD) program after a 27‑week waiting period.
