Overview
The New York City Department of Youth and Community Development invests in a network of community‑based organizations and programs to alleviate poverty and provide opportunities for New Yorkers. The Department’s Comprehensive Afterschool System of NYC (COMPASS) serves over 800 programs for K-12 students. Program Managers monitor and provide support to the COMPASS portfolio of youth programs, ensuring that the DYCD-funded agencies follow all required health and safety protocols. The COMPASS initiative provides childcare services to low‑income working families across New York City during the school year, school holidays, and summer months, serving over 100,000 young people annually. In addition to childcare, participants receive meals, academic enrichment, cultural, and recreational programming. The Program Manager’s role is key to the success of the initiative, ensuring contractual compliance and providing programmatic support to providers who operate after‑school services for all youth.

Responsibilities

Monitor and evaluate Community‑Based Organization (CBO) COMPASS contractors.

Review and approve program plans.

Conduct site visits during late afternoon and early evening hours.

Provide technical assistance and direct work improvement or corrective action for under‑performing CBO contractors.

Participate in contract negotiations.

Advance knowledge of COMPASS sites by providing technical assistance and sharing resources to promote program quality.

Provide technical expertise to contractors during the development stages of their contracts.

Evaluate contract performance reports and agency fiscal documents to ensure contract compliance.

Become proficient in and provide training to CBOs on DYCD CONNECT, the agency’s web‑based program management system.

Prepare summary reports for higher administrative levels and provide recommendations to improve program performance.

Prepare standard reports as designated by higher management.

Other projects and tasks as needed to support the COMPASS unit and its programs.

Minimum Qualifications

A baccalaureate degree from an accredited college and two years of experience in community work or community‑centered activities in an area related to the duties described above; or

High school graduation or equivalent and six years of experience in community work or community‑centered activities in an area related to the duties described above; or

Education and/or experience which is equivalent to the previous options. However, all candidates must have at least one year of experience as described in the first option.

Preferred Skills

Background working with community‑based organizations.

Experience or knowledge of after‑school or other youth development programming.

Strong written and verbal communication skills.

Computer literacy with advanced knowledge of Microsoft Word, Excel, and Outlook.

Familiarity with DYCD’s data system (DYCD CONNECT) preferred.

Residency Requirement
New York City residency is generally required within 90 days of appointment. City Employees in certain titles who have worked for the City for two continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
