Technical Proposal Architect

We are seeking a Technical Proposal Architect to join our growing Corporate Team in Upper Marlboro, MD. This is a high-impact, strategic role at the center of our capture, engineering, and proposal development organization, where technical excellence meets winning pursuit strategy.
In this role, you will serve as the technical force behind competitive federal proposals, designing innovative, compliant, and mission-aligned solutions that directly influence win probability across DoD, DHS, and Civilian agency pursuits. You won't just support proposals—you will architect the solutions that win them.
What You'll Do

As a Technical Proposal Architect, you will translate complex solicitation requirements into clear, compelling, and executable technical solutions that differentiate BTI in highly competitive federal environments.
Lead the design of end-to-end technical solutions for federal proposals, including architectures, implementation approaches, and technical narratives
Translate RFP/RFI requirements into compliant, innovative, and win-oriented solution designs
Partner closely with Capture Managers, Business Development leaders, SMEs, and Program teams to shape solutions from early pursuit through final submission
Develop high-quality technical proposal artifacts, including system architectures, diagrams, staffing models, methodologies, and risk mitigation strategies
Research emerging technologies, agency mission priorities, and industry best practices to strengthen solution design and positioning
Participate in color team reviews, solution shaping sessions, and executive-level proposal strategy discussions
Present technical solutions to internal leadership, teaming partners, and government stakeholders with clarity and confidence
Ensure all technical content is consistent, compelling, and aligned with win themes, discriminators, and evaluation criteria
Develop and maintain reusable solution frameworks, templates, and enterprise-level proposal assets to improve bid efficiency
What You Bring

Required Qualifications

5+ years of experience in solutions architecture, systems engineering, or technical proposal development within the federal contracting environment
Bachelor's degree in Computer Science, Engineering, Information Systems, or related technical discipline
Experience supporting federal customers across DoD, DHS, Intelligence Community, or Civilian agencies
Strong understanding of the federal acquisition lifecycle, including RFP/RFQ/RFI processes and proposal compliance requirements
Proven ability to develop clear, persuasive, and well-structured technical proposal content
Strong communication and presentation skills, with the ability to translate complex technical concepts into executive-level messaging
Ability to manage multiple priorities in a fast-paced, deadline-driven proposal environment
Preferred Qualifications

Experience with cloud and enterprise architectures (AWS, Azure, GovCloud)
Certifications such as CISSP, PMP, AWS Solutions Architect, ITIL, or equivalent
Experience supporting large-scale federal bids, including IDIQs, GWACs, and rapid-turn proposal efforts
Familiarity with Agile, DevSecOps, and modern software delivery methodologies in federal environments
