Strategic Leadership & Product Management
- Lead the Govt Digital Applications BU with fullP&L ownership, overseeing product strategy, innovation, and lifecycle management.
- Drive the development ofenterprise-grade digital solutions, including workflow systems, portals, case management systems, and data platforms.
- Align product offerings with Singapore'sdigital government agendaand ensure compatibility with national frameworks (e.g. GCC, Zero Trust, IM8).
- Build, implement, and monitor product roadmaps, ensuring the BU delivers customer-driven outcomes.
OEM Partnerships & Enterprise Solutions Delivery
- Collaborate closely withenterprise software OEMsto drive solution co-creation, integration, and licensing agreements.
- Overseeplatform integrationsand ensure alignment of OEM solutions with internal development and architecture standards.
- Ensure the delivery of solutions that arescalable, reusable, and modular, supporting government transformation goals.
- Monitor contract management and vendor engagement to ensure alignment between vendor commitments and delivery outcomes.
Programme Delivery Excellence
- Ensure all solutions are delivered on time, within scope, on budget, and meet quality standards.
- Provide leadership oncomplex enterprise deployments, addressing escalations and recovery actions when required.
People Leadership & Team Development
- Lead, mentor, and grow a high-performing team ofproduct managers, enterprise architects, developers, anddelivery leads.
- Foster acollaborative, innovative, and performance-drivenculture.
- Build succession plans, drive continuous professional development, and ensure all team members arecertified, qualified, andskilledin modern development methodologies and platforms.
Customer & Stakeholder Engagement
- Serve as a trusted advisor tosenior government stakeholdersand business units, ensuring that solutions align with their needs and strategic goals.
- Maintain relationships with external customers and strategic partners to ensure the business unit’s solutions deliver value.
- Act as theBU’s executive sponsorfor key government engagements, ensuring proactive issue resolution and customer satisfaction.
Requirements
- 10+ years of proven leadershipin enterprise software delivery, public-sector projects, or digital transformation.
- Strong track recordin managing enterprise application platforms and complex multi-agency systems integration.
- Extensive experience in building and nurturingOEM partnershipswith leading software providers.
- Demonstrated expertise incontract management, vendor negotiations, and large-scale programme delivery.
- AgileandDevSecOps certificationspreferred (e.g., Scrum Master, SAFe, PMP).
- Experience in delivering AI-enabled solutionsorcloud-based platformsis a plus.
- Strategic Leadership & Vision:Ability to define and execute long-term product and business strategies.
- Enterprise Governance & Delivery Assurance:Expertise in managing complex delivery pipelines and enterprise solution governance.
- Stakeholder Management:Skilled in managing high-level government relationships and large enterprise accounts.
- OEM Partnership Management:Strong experience working withenterprise software vendors, managing relationships, and co-developing solutions.
- People Leadership:Proven ability to build and lead high-performing, cross-functional teams.
- Results-Oriented & High Integrity:Demonstrated ability to drive business outcomes while maintaining accountability and transparency.
