Job Description
TheProposalManageris responsible forleading and managingthe development of competitive proposals for federal government, state and commercialcustomersandensuring compliance with solicitation requirements while deliveringcompliant,compellingand high-qualitysubmissions.The Proposal Manager reports directly to theSenior Director of Proposal Operations.
Duties and Responsibilities
Leads and coordinatesthe end-to-end proposal development process, including analyzing Requests for Proposals (RFPs), SF330s, Requests for Information (RFIs), and other solicitation documents.
Leads all proposal activities, including managing proposal personnel, proposal schedules and deadlines, and monitoring the progress of the proposal.
Collaborateswith internal stakeholders, including technical teams, subject matter experts (SMEs), contracts specialists, subcontracts and procurement, talentmanagementand business development teams to gather and integrate information.
Develops, writes, and editsproposal content, including executive summaries, technical volumes, past performance, management plans, and cost narratives.
Developsandmaintainsproposal schedules, outlines, compliance matrices, and review plans to ensuretimelyandaccuratesubmissions.
Manage proposal color review process (Blue, Pink, Red, Gold teams), ensuringrigorous reviewof proposal documents toconfirmcompliance,consistency, and alignment with solicitation requirements andcapture strategy.
Manage color review assignments ensuring leadership participation.
Manage feedback documentation assembly and dissemination to proposal team and adjudication and disposition of feedback and recommendations.
Maintain and updatecontent libraries,proposaltemplates, and graphics to streamline future proposal development efforts.
Continuously refine and improveproposal development processes, tools, and templates to enhance efficiency and effectiveness.
Implement AI proposal tools asappropriate inproposal development.
Support other Proposal Operations activities (e.g., content databases, SharePoint library management, and branded process refinementetc..) as needed
Required Qualifications
Bachelor's degree with a concentration in business administration orrelated field or equivalent, relevant work experience
Minimum ofseven(7) years of experiencein proposal management
Proventrack recordof managing and winningproposals ofincreasing value ($50M and above)
Thorough understanding of and ability to incorporatecompetitive analysis, customer analysis, win strategy development, and price-to winanalysis.
Experience with proposal automation tools and generative AI solutions.
Understanding offederal contracting processes, FAR/DFARS regulations, and government procurement practices.
Exceptional writing, editing, and communication skills
Strong organizational and project management abilities with attention to detail
Ability to manage multiple proposals simultaneouslyand prioritize competing projects
Ability to deliver quality work on tight deadlines, with strong organization and priority setting skills
Advanced working knowledge with Microsoft Office, SharePoint, Adobe, Teams.
Preferred Qualifications
APMP / Shipley certifications
MS Project, Visio experience
Physical Requirements and Work Conditions
Work involves sitting and standing for prolonged periods of time
Work is normally performed in a typical interior/office work environment; travel within the United States isrequired
