Job Description and Duties
Under general direction of the Career Executive Assignment (Deputy Director of Communications and Public Relations), the Staff Services Manager II (Internal Communications Manager) oversees the Internal Communications and Diversity, Equity and Inclusion (DEI) Units in the External Affairs and Communications Office. The Internal Communications Manager is responsible for the implementation of a comprehensive internal communications program for the California High-Speed Rail Authority. The Internal Communications Manager serves as a point of contact for internal communications products, programs, materials and events. The Internal Communications Manager coordinates with the various offices within the Authority and key contractors and is responsible for developing and disseminating information about the Authority’s program to an internal audience about the high-speed rail project. The Internal Communications Manager will administer agency or departmental policies and programs. The Internal Communications Manager will oversee DEI projects and services including Cooperative Personnel Services for DEI consulting services and training, direct the maintenance of the DEI internal webpage, and will chair the DEI taskforce. The Internal Communications Manager will work closely with the Administrative Office and the Authority’s Multimedia Section on products and materials for staff and key consultants.
Working Conditions
Part‑time telework is available for this position for up to three days per week for California residents based on the requirements of the position and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.
While working on‑site, the individual works in a professional office environment, in a climate‑controlled area which may fluctuate in temperature and is under artificial light. The incumbent will be required to use a computer, mouse, and keyboard, and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, manage multiple tasks, adapt to changes in priorities, and complete tasks or projects with short notice. Employee must develop and maintain cooperative working relationships and display professionalism and respect for others in all contact opportunities.

Experience developing and presenting materials to diverse audiences on sensitive issues.
Policy analysis experience.
Project management experience.
Experience planning and organizing events.
Experience consulting with and advising managers, supervisors, and administrators on sensitive topics.
Experience developing content for a website or organization.
Experience working collaboratively in a team setting.
Exceptional written and oral communications skills.
Ability to multi‑task, adapt to changes in priorities, and complete tasks on short notice.
Able to resolve conflicts in a positive manner and maintain a high level of professional integrity.
