INTRODUCTION
The 711th Human Performance Wing (711 HPW), headquartered at Wright‑Patterson Air Force Base in Ohio, is the first human‑centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Human Effectiveness Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world‑class infrastructure and a workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science, engineering, occupational health, medical professions, technicians, educators, and business operations and support.
DESCRIPTION OF SERVICES
The contractor shall provide a professionally and technically qualified individual to perform all tasks in the following paragraphs to fulfill the requirements of this task order. The contractor shall supply the expertise listed below to the USAFSAM Department of Education (USAFSAM/ED), Education Delivery Division (EDE), and Academic Development Branch (EDMS). USAFSAM/ED directs daily academic operations for USAFSAM and sets student training policies. ED manages student enrollment, accounting for 4,000 students annually, faculty development, instructor evaluation, and student evaluation programs. Community College of the Air Force requirements for affiliated schools are implemented, and curriculum development and revisions are led by ED staff. ED is responsible for creating an academic environment conducive to learning, providing academic counseling, and convening the Academic Review Board when necessary. Distance learning courses are produced and managed through this department. USAFSAM/EDMS conducts educational research and technology development. Performance shall be according to the requirements contained in this Performance Work Statement (PWS).
MANDATORY QUALIFICATION
Bachelor’s degree in marketing, communications, graphic design, journalism, public relations, or a related field.
Minimum of 3 years of experience in digital marketing, advertising, communications, or educational marketing.
Experience working in a cross‑functional team collaborating with graphic designers, photographers, videographers, etc.
Experience with digital signage platforms, understanding of screen ratios, motion graphics, and optimal content duration.
Proficiency in Adobe Creative Suite (especially InDesign or Illustrator for layout awareness) and knowledge of visual hierarchy, color theory, typography, and layout principles.
HIGHLY DESIRED QUALIFICATIONS
Familiarity with Department of Defense branding and communication policies (e.g., Tongue and Quill).
Certifications such as HubSpot Content Marketing Certification, Digital Marketing Institute (DMI), or Certified Digital Marketing Professional (CDMP).
TASKS
Assist in the inventory and maintenance of studio audio‑visual/computer equipment.
Create, design, and edit all digital signage.
Order, store, code and enter inventory into the database and dispose of equipment as directed.
Provide digital marketing consultation to all members, programs, etc.
Exercise expertise in professional marketing and mass communications activities, supporting marketing campaigns.
Lead and participate in a team of mass communications professionals to achieve strategic communication goals.
Ensure all products meet requirements set forth in the AFRL/PA brand book and other applicable branding policies.
Participate in and support other projects within skill sets (e.g., writing continuity documents, presenting at eLearning symposiums, collaborating with local colleges or multi‑service partners, and supporting special projects).
Maintain a Non‑Disclosure Agreement and provide proof of its existence to the Program Manager.
BASE SUPPORT
The contractor will be provided with office space, supplies, computer equipment, telephone, and reproduction capabilities as required. All software and hardware, passwords and access to military Internet/email and applicable database will be available within the scope of the contract. The contractor will comply with local, Air Force and DoD policies.
GENERAL INFORMATION
Work will be conducted primarily at USAFSAM, Bldg. 840, Area B, Wright‑Patterson AFB, Ohio 45433, starting 1 August 2026.
Work schedule is Monday–Friday, 7:30 AM–4:30 PM; occasional after‑hours work may be required. Hours will not exceed 40 per week per contract employee.
U.S. CITIZENSHIP
Employee must be a U.S. citizen. A permanent resident card (“Green Card”) does not constitute U.S. citizenship.
TRAVEL
No travel is anticipated for this effort.
SECURITY
All contractor personnel require a Tier 1 background check (T1/SF‑85) prior to reporting for duty. This is a mandatory requirement for access to the internet and restricted areas. All documentation required for security certification is the contractor’s responsibility. No foreign nationals shall be employed without prior approval of the Government. Contractor employees granted access to critical information shall receive OPSEC training and participate in annual OPSEC updates. All documents, including papers, abstracts, and posters, must be cleared by the Air Force before public release. The highest classification required for this effort is Unclassified.

Performance : Current status of deliverables measured against project expectations.
Schedule : Status of milestones and impact of any delays.
Costs : Actual or significant deviations and explanations relative to the project plan.
Risk : Known or anticipated opportunities or events that may affect the project.
TECHNICAL REPORT – STUDY/SERVICES
All reports and data shall be submitted in a non‑proprietary, easily transferable format.
All reports, data, findings, and literature shall be property of the 711 HPW/RH; they must not be reused or distributed without express permission.
